Bids/Purchasing a. Tree Cutting & Stump Grinding — Public Works — Spilt Contract, Tree Cutting — Gunnett Tree and Land Care & Stump Grinding — Maine Tree Service - $57,000 Combined Motion made and seconded to approve contract; motion passed unanimously b. Electric Vehicle — Fleet— One Nation Distribution, LLC - $45,989 (net cost $3,489) Councilor Mallar asked if mileage per charge was part of the bid specifications. The concern was that staff used a criteria that all bidders were unaware of. Planning Officer Collette responded that the bid specs referred to a minimum of 250 miles with 300 miles being preferred. Motion made and seconded to approve purchase; motion passed unanimously c. Uniforms — Public Works & Fleet— Unifirst Corporation - $49,171 (City share $36,878) Motion made and seconded to approve contract; motion passed unanimously d. Security Access Control System —Airport—Johnson Controls - $300,739 Motion made and seconded to recommend purchase; motion passed unanimously e. Hybrid ADA Van — Community Connector— MobilityWorks - $85,000 Motion made and seconded to approve purchase; motion passed unanimously 2. Paid Family Medical Leave — Private Plan Staff discussed that the City's insurance consultant obtained quotes for the City to enter into a private plan in regard to the State of Maine Paid Family Medical Leave (PFML) program. Staff recommended moving forward with filing an application to the State for the City to engage The Standard for the private plan at a rate of .885%. The City currently pays 1% to the State of Maine PFML benefit pool. The private plan allows the City to stop PFML payroll withholdings until May of 2026 before starting with the lower rate. It is estimated that over the next three years the City would save approximately $850,000. Motion made and seconded to recommend application and contract; motion passed unanimously 3.
