PENOBSCOT ROOM, LOWER FLOOR OF PENQUIS CAP 262 HARLOW STREET MEETING MINUTES Board Members Present: Chair Reese Perkins Vice Chair Jonathan Boucher Michael Bazinet Ted Brush Trish Hayes Kenneth Huhn Citv Staff Present: Anja Collette, Planning Officer Grace Innis, Assistant Solicitor Brian Scannell, Planning Analyst Chair Perkins called the meeting to order at 7:01 P.M. OLD BUSINESS 1. Meeting Minutes —April 15, 2025 Member Huhn moved to approve the minutes of April 15, 2025, seconded by Member Bazinet. Roll call vote conducted —all voting members in favor, none opposed. Motion passed. 2. Adoption of Findings & Decisions for 1593 Essex Street, 915 Odlin Road, and 1105 Hammond Street Member Brush moved to adopt the Findings & Decisions for 1593 Essex Street, 915 Odlin Road, and 1105 Hammond Street, seconded by Member Huhn. Roll call vote conducted — all in favor, none opposed. Motion passed. CHAIR INTRODUCTION Chair Perkins made his introduction. OTHER BUSINESS A. Legal Training 73 HARLOW STREET,BANGOR,ME 04401 TELEPHONE: (207)992-4280 FAX: (207)945-4447 WWW.BANGORMAINE.GOV City of Bangor Planning Division Planning Board Meeting Minutes —Tuesday,May 6, 2025 Assistant Solicitor Innis presented to the Board and confirmed that the Board is required to use Robert's Rules of Order and reviewed the current ordinance language on conflicts of interest. Member Huhn confirmed the edition of Robert's Rules of Order the Board used. Chair Perkins reiterated that, for Land Development Permits, the applicant is allowed to postpone the application, if there are 6 Planning Board members or less. Chair Perkins recommended that Board members bring up any potential conflict of interest, out of an abundance of caution. Chair Perkins discussed public comment and ensuring that all comments are pertinent to the application being review. Member Bazinet questioned whose role it would be inform the speaker. Member Hayes recommended referring speakers to the relevant City department. Member Boucher discussed the importance of the meeting introduction. Assistant Solicitor Innis alerted Board Members that they are not obligated to respond to public comment. B. Follow Up on Thoughts on Land Development Code/Land Use Plan Planning Officer Collette informed the Board that the consultants for Land Development Code update had provided staff with the draft technical report and that after it has been reviewed and edited, it will be released to the Council and the Board, as well as the public, for review.
