Bangor Center Development District - Establishment of Implementation Assessments

Summary
PUBLIC HEARING: In accordance with MRSA Title 30-A Section 5228, the City has fulfilled extensive
statutory notice requirements, including publication of a description of the area affected and the
maximum rate of assessment per thousand dollars of assessed value as of April 1, 2025. This was
published in the Bangor Daily News.
The Downtown Bangor Partnership has requested a $.07 increase, increasing their revenue by
$26,556. If approved, the assessment rate will be $0.70 per thousand dollars of assessed valuation
for the Bangor Center Development District and $0.02 per thousand dollars of assessed valuation for
the overlay.
In total, the special assessment will raise approximately $265,566 on properties located in the
Bangor Center Development District. The proposed budget for the Bangor Center Management
Corporation/Downtown Bangor Partnership for the 2025-2026 Program is $601,062. Anticipated
additional revenues include requested Downtown TIF funds in the amount of $230,000 for the
services from StreetPlus and $43,746 for administrative support. In addition, the Partnership
anticipates $61,750 from sponsorships, events and marketing.

Bangor Center Development District - Establishment of Implementation Assessments
Be it Ordered by the City Council of the City of Bangor that,
the sum of $265,566 be assessed to fund the operation of the Bangor Center Development District for the
period beginning July 1, 2025 and ending on June 30, 2026; and be it further
ORDERED, THAT all real property in the Bangor Center Development District, subject to taxation, shall be
assessed at a rate of $0.70 per $1,000 of valuation; and be it further
ORDERED, THAT an overlay in the amount of $0.02 per $1,000 is hereby assessed upon said real property;
and be it further
OREDERED, THAT said assessments shall be due and payable to the City of Bangor on or before September
15, 2025 with interest to accrue at an annual rate of 7.5% from September 16, 2025 on all of the said
assessment remaining unpaid after September 16, 2025; and be it further
ORDERED, THAT assessment be hereby committed to the Tax Collector of the City of Bangor for collection in
accordance with the authority established under 30-A MRSA Section 5228; and be it further
ORDERED, THAT said Tax Collector is hereby authorized and directed to take all necessary action for the
collection of said assessments as may be provided by law.
