HISTORIC PRESERVATION COMMISSION MEETING OF JANUARY 9, 2025, 7:00 P.M. PENOBSCOT ROOM, PENQUIS CAP 262 HARLOW STREET MEETING MINUTES Commission Members Present: Edmund Chernesky Peter Keebler Rebecca Krupke Anne Marie Quin Liam Riordan Citv Staff Present: Anja Collette, Planning Officer Grace Innis, Assistant Solicitor Brian Scannell, Planning Analyst Mike Pullen, HPC Consultant Planning Officer Anja Collette called the meeting to order at 7:00 P.M. New Business: 1. Annual Election of Officers Planning Officer Anja Collette presented the agenda item. Commissioners asked for some clarification regarding the nomination process —Collette responded and clarified. Associate Member Keebler nominated Chair Chernesky to remain as Commission Chair. Roll call vote conducted —all in favor, none opposed. Chair Chernesky opened the nominations for Vice Chair. Commissioner Krupke nominated Vice Chair Riordan to remain as Vice Chair. Roll call vote conducted — all in favor, none opposed. 2. Desiqn Review— 16 Union Plaza — Map-Lot 042-066 — Banqor Center Revitalization Area —Applicant/Owner: Mark Greenleaf— Approval requested for Design Review to add two windows, replace four windows, and add four fire escape platforms. The property is located at Map-Lot 042-066, in the Bangor Center Revitalization Area. Chair Chernesky introduced the agenda item. Vice Chair Riordan presented the additional information being requested from applicant—clarification regarding design/use of fire escapes and location of windows. Motion seconded by Commissioner Quin. HPC Consultant Mike Pullen added further details to be requested from applicant. Roll call vote conducted —all in favor, none opposed. Motion passed. Associate Member Keebler asked about the drafted Notice of Decision for this application — Planning Officer Anja Collette responded and clarified the intended use of this document for Commissioners was to help them make votes on each applicable standard. Vice Chair Riordan asked for clarification regarding the exhibits —Collette responded and clarified. HPC Consultant Pullen asked for clarification about how his comments/memos fit into the Notices of Decision — Collette responded and clarified that they are treated as one of the exhibits. Other Business: � Meetinq Minutes — November 14, 2024 Vice Chair Riordan moved to approve the November 14th meeting minutes. Commissioner Quin commented on the use of the term "clarified" in a section of the meeting minutes. Riordan amended his motion to approve the November 14th meeting minutes, with the correction noted by Quin. Commissioner Quin seconded. All voting members in favor, none opposed. Motion passed. � Other Business — Commission Question Chair Chernesky presented an additional item from Commissioner Quin regarding land banks and vacant buildings. Quin requested additional information from City staff regarding this topic. Planning Officer Collette responded and clarified ongoing staff discussions and efforts. Commissioner Quin asked about code enforcement regarding dilapidated historic properties. Planning Officer Collette responded and provided some clarification. HPC Consultant Mike Pullen noted that he had submitted one of the properties in question to the Maine Historic Preservation Commission for designation as an endangered historic building, but it was not accepted. Quin asked for additional clarification regarding historic properties being allowed to fall into disrepair due to the financial burden to property owners —Collette responded and clarified. Commissioners discussed economic incentives/disincentives at length with Collette. Commissioner Krupke asked for clarification regarding public tax card information — Planning Officer Collette responded and clarified. Associate Member Keebler asked for clarification regarding code enforcement after an application has been approved. Planning Officer Collette responded and clarified this process, including potential violations. Keebler asked for further information regarding the penalties for violations. Commissioners requested to have Code Enforcement present at a future meeting for discussion. 5. Annual Traininq Planning Officer Anja Collette presented the Commission's annual training. Historic Preservation Commission — Meeting Minutes January 9t", 2025 Associate Member Keebler asked about the creation of the City's historic districts — HPC Consultant Mike Pullen responded and clarified. Keebler also asked about designation of historic sites— Commissioners and Planning Officer Collette discussed this and the overall work of the Commission at length. Commissioners discussed the handling of items that are not on a meeting agenda—agreed to add a note to the meeting introduction script to ask for additional items for discussion. Assistant Solicitor Grace Innis presented the Commission's annual legal training. 6. Workshop on ADUs — Feedback from Webinar Planning Analyst Brian Scannell presented the agenda item and gave an overview of the recent webinar training on ADUs. Commissioners discussed with staff. 7.
