MEETING MINUTES
City Councilors Present: Dean, Fish, Fournier, Hawes, Leonard, Mallar, Pelletier.
City Staff Present: Davis, Huotari.
Chair Dean called the meeting to order at 6:40 P.M.
1. TRASH CAN ART PROJECT BY BANGOR HIGH SCHOOL STUDENTS
Public Works Director Aaron Huotari presented the agenda item and gave an
overview of the project.
Councilor Fish moved support for the project, seconded by Councilor Leonard.
Vote unless doubted, no doubt. Motion passed.
2. 2025 PAVING LIST UPDATE
Public Works Director Aaron Huotari presented the agenda item and gave an
update on the 2025 paving list.
Councilor Leonard moved acceptance of the paving list, seconded by Councilor
Fournier. Vote unless doubted, no doubt. Motion passed.
3. MDOT OVERWEIGHT PERMIT, MDOT #028224.00, US ROUTE 2
CYCLICAL PAVEMENT RESURFACING
City Engineer Jefferson Davis presented the agenda item and gave an overview
of the permit.
Councilor Fournier moved acceptance of the overweight permit, seconded by
Councilor Leonard. Vote unless doubted, no doubt. Motion passed.
4. BANGOR SAVINGS BANK EASEMENT, 36 PLEASANT STREET
Councilor Fournier brought up a potential conflict of interest, as he has an unpaid
role with the Bank. Discussed with Committee members — members agreed there
was no conflict.
City Engineer Jefferson Davis presented the agenda item and gave an overview
of the easement.
Councilor Fish brought up a potential conflict of interest, as her daughter-in-law
works for the Bank. Discussed with Committee members— members agreed there
was no conflict.
Councilor Leonard moved acceptance of the easement, seconded by Councilor
Fish. Vote unless doubted, no doubt. Motion passed.
5. MDOT WIN #27746.00 VILLAGE PARTNERSHIP INITIATIVE (VPI)
UPDATE
City Engineer Jefferson Davis presented the agenda item and gave a brief
overview of the project. Davis also presented a slideshow with updates.
Jodie O'Neal, Sewall, presented to the Committee and provided additional
information regarding suggested improvements, alongside of the slideshow
presentation.
Council Chair Pelletier asked about plowing the bike lanes — O'Neal and City
Engineer Davis responded and clarified. Pelletier also asked about potential lost
spaces for switching from diagonal to parallel parking — Davis responded that he
would get this information. Public Works Director Aaron Huotari provided
clarification regarding maintenance of bike lanes. Discussed with Committee
members.
Chair Dean asked about which improvements should be prioritized —City Engineer
Davis responded and clarified. Councilor Hawes asked for additional clarification
regarding the extent of the improvements — Davis and O'Neal responded and
clarified. Discussed with Committee members and staff from MDOT.
