1. Order:Authorizing the City Manager to Execute a Memorandum of Understanding with Save A
Life, Inc.,to Receive Up to$40,000 from Maine's Project to Prevent Prescription Drug/Opioid
Overdose-Related Deaths in Penobscot County to Support the Project in Northern Penobscot
County
Public Health Director Jen Gunderman provided an overview of this item. It is an MOU would be
an extension for pass through funds from a grant for such work in our area.
Councilor Schaefer made a motion to recommend to full Council, Councilor Tremble seconded—
all in favor.
2. General Assistance Maximums
Director Gunderman provided an overview of General Assistance (GA) maximums that take
effect every October. She explained how the amounts are below what are needed to ensure
someone can remain housed. She shared information and recommended that the City make a
request to increase the maximums based on the numbers listed by Cumberland County.
Councilor Tremble expressed concern over that as he didn't believe we had ever done that
before. He requested data on other communities who have asked for exceptions and if there
was a maximum amount of reimbursement the State would provide. Council Chair Pelletier
shared information discussed at the Legislative Policy Committee by Maine Muncipal
Association including that Bangor requested a higher reimbursement rate and that Counties or
Hubs be able to administer GA. After further discussion,the consensus was to return with more
information.
