Finance Committee Minutes

1. Bids/Purchasing
a. Commercial Realtor Services — Community & Economic Development— Epstein
Commercial Real Estate — 8% All-inclusive Commission
Finance Director Little provided a response to questions asked by Councilor Beck prior to the
meeting. The questions related to splitting sales between the two responders based on the
estimated value of the property in question. The recommended bidder would result in a
larger commission with higher value property. Director Little explained that the bid did not
allow for such a split and added that the expectation would be that the selected realtor
would be primarily used to sell matured lien acquired property. The City retains the right to
sell non lien acquired property directly if deemed in the City's best interest.
Staff's recommendation for the contract award was deemed to have a greater knowledge of
the Bangor real estate market. Councilor Deane asked if the proposed 8% commission was
their regular commission or if the City was getting a lower rate. Anne Kreig, Director of
Business and Economic Development, confirmed that 8% if their normal rate.
Motion made and seconded to recommend approval; motion passed unanimously
b. Phase 4 — Historical Preservation Survey— Planning —Ames Associates DBA Artifex
Architects & Engineers - $21,000
Motion made and seconded to approve staff recommendation; motion passed unanimously
Director Little provided an update regarding the decontamination wash for the Fire
Department that Councilor Mallar expressed concerned about at the previous meeting. As
directed, staff reached out to all bidders for quotes and comparison. The quotes that were
received were both below and above the cost proposed by the recommended vendor. The
significant difference was that all other washes would decontaminate two to three tanks per
hour while the one proposed would wash fourteen per hour. A typical fire could use twenty-
five to thirty packs needing decontamination. A wash that could handle fourteen per hour
would put the packs back in service significantly faster.
Ther Committee expressed no additional concerns with staff moving forward with the original
vendor.
