Executive Session — 36 MRSA Section 841(2) — Hardship Abatement Application Motion made and seconded to enter Executive Session; motion passed unanimously 2. Open Session — Hardship Abatement Application Decision Motion made and seconded to approve staff recommendation; motion passed unanimously 3. Bids/Purchasing a. Waive Bid Process — Electric Pickup Truck— Community Connector— Darlings - $53,095 Motion made and seconded to recommend purchase; motion passed unanimously b. Waive Bid Process — Electric Vehicle Chargers — Community & Economic Development— ReVision Energy - $59,523 Motion made and seconded to recommend purchase; motion passed unanimously c. Realtor Services Residential — Community & Economic Development— Chez Renee Team — 5% All Inclusive Commission Motion made and seconded to recommend contract; motion passed unanimously 4. Order - Authorizing the City Manager to Execute a Subcontract with Northern Light Mayo Hospital in the Amount of $236,409 to Provide Prevention Services in Piscataquis County as Part of the State of Maine's Maine Prevention Network Motion made and seconded to recommend approval; motion passed unanimously 5. Resolve — Ratifying the City Manager's Actions to Accept a Grant Award from the Maine Bureau of Highway Safety in the Amount of $8,687.12 for Impaired Driving Enforcement Motion made and seconded to recommend approval; motion passed unanimously 6. Resolve — Ratifying the City Manager's Actions to Accept a Grant Award from the Maine Bureau of Highway Safety in the amount of $4,631.40 for Impaired Driving Enforcement Motion made and seconded to recommend approval; motion passed unanimously 7. Finance Update Finance Director Little provided an update regarding the City's annual audit and financial statement preparation. He explained that the audit is given priority as possible while day to day operations still are maintained. The current staffing vacancies have created obstacles as staff has had to take on additional duties. The audit is also dependent on staffing and testing of other Departments, including grants. The auditors were working on completing the Cross Insurance Center, Airport and the Community Development Block Grant areas as well as School Department. Once all those areas were finalized, the significant work on the General Fund could move forward as well as implementation of new reporting requirements for online subscriptions.
