HISTORIC PRESERVATION COMMISSION MEETING OF AUGUST 8, 2024, 7:00 P.M. PENOBSCOT ROOM, PENQUIS CAP 262 HARLOW STREET MEETING MINUTES Commission Members Present: Edmund Chernesky Nathaniel King Rebecca Krupke Anne Marie Quin Liam Riordan (via Zoom) Matthew Weitkamp Citv Staff Present: Anja Collette, Planning Officer Brian Scannell, Planning Analyst Mike Pullen, HPC Consultant Chair Chernesky called the meeting to order at 7:00 P.M. New Business: 1. Certificate of Appropriateness & Desiqn Review — 32 Main Street — Map-Lot 042- 135 —West Market Square Historic District—Applicant: Melissa Smith — Owner: Fulham Holdinqs LLC -Approval requested for Certificate of Appropriateness & Design Review to replace damaged window glass, paint, apply vinyl, & install new signage. The property is located at Map-Lot 042-135, in the West Market Square Historic District. Applicant representative, Mick Delargey, presented to the podium and gave an overview of the application. HPC Consultant Mike Pullen gave an overview of his written comments. Delargey responded to comments regarding lighting and clarified the plans. Chair Chernesky asked the Commission for any questions or comments. Vice Chair Riordan asked about the location of the proposed LED lighting — Delargey clarified. Riordan also asked about existing lighting in entryway— Delargey clarified that this will be retained. Alternate Member Weitkamp asked about the new window signage— Delargey clarified materials and application that will be used. Chair Chernesky opened the public comments —there were none. Public comments closed. HPC Consultant Pullen asked about the concrete barriers outside of building — Delargey clarified that these are placed by the City to protect patrons on the deck and are temporary. Chair Chernesky asked if the LED lighting could be approved by a minor revision after approval of Certificate of Appropriateness and Design Review— Planning Officer Anja Collette confirmed that it could be. Vice Chair Riordan moved to approve the Certificate of Appropriateness for property located at 32 Main Street, Map-Lot 042-135, in the West Market Square Historic District. Seconded by Alternate Member Weitkamp. Roll call vote conducted —all in favor, none opposed. Motion passed. Other Business: � Meetinq Minutes — June 13, 2024 and July 11, 2024 Alternate Member Weitkamp moved to approve the June 13th and July 11th meeting minutes. Commissioner King seconded.
