Meetinq Minutes
Commissioners Present: Hollie Adams, Kelly Chenot, Nina Earley, Kal Elmore, Tristan Greenlaw, Barbara
McDade, Samantha Schipani, Lovern Stockwell
Others: Anne Krieg — Director of Development
1. A quorum being present the May 3, 2024 meeting of the Commission on Cultural Development was
called to order by Chair Earley at 8:30 AM.
2. Meeting Minutes— Motion passed to approve the minutes of the April 5th meeting.
3. Report of Chair— No updates.
4. Financial Report— Chair Earley confirmed the remaining balance of$7,179.60.
5. Committee Reports:
a. Grant— Committee Chair Adams reported that Committee met to review grant applications;
requested additional information from Bangor Ballet. Will give overview of recommendations
during full Commission's review of grant applications today.
b. Assets—Committee Chair Greenlaw provided update on GIS work being completed.
c. ARTober—Committee Chair Earley reported will call meeting after FY25 budget is set.
6. Review of Spring Grant Applications
a. Bangor Ballet—Applicant McKenzie D'Angelo presented to the Commission via Zoom and gave
overview of grant application. Chair Earley asked Commissioners for questions —there were
none.
b. Bangor Beautiful, Inc. —Applicants Greg Edwards and Annette Dodd presented to the
Commission and gave overview of grant application. Commissioner McDade asked to confirm
amount of grant request; Applicant Edwards confirmed.
c. Maine Academy of Modern Music—Applicant Kerstin Gilg presented to the Commission via
Zoom and gave overview of grant application. Chair Earley asked Commissioners for questions
—there were none.
d. Merrilee Schoen —Applicant Schoen presented to the Commission and gave overview of grant
application. Commissioner Stockwell commented on Schoen's experience spending time at the
site of the old YMCA building. Vice Chair Adams commented on the guidelines for funding
individual artists and clarified that the Commission can only fund up to 50% of the cost of
materials. Asked Schoen to clarify what amount of her budget would be allocated for materials.
Adams verified that $300 would be the highest amount the Commission could fund based on the
provided budget; Schoen responded that this amount would still be helpful and agreed with
Adams' calculations regarding materials.
e. Vice Chair Adams presented the Grant Committee's recommendations -- $300 for Merrilee
Schoen, and $2,293 each for Bangor Ballet, Bangor Beautiful, and Maine Academy of Modern
Music. Motion passed to disperse grant funds as recommended by the Grant Committee. Chair

Earley and Development Director Anne Krieg confirmed the remainder of the process for
applicants.
7. Coordination for Budget Committee Hearing —Chair Earley reported that she will be attending and
asked if other Commissioners would like to join. Development Director Krieg confirmed the specifics for
Commissioners. Commissioner Elmore asked if Commissioners are expected to advocate for their
budget requests; Krieg responded that it would be helpful. Vice Chair Adams asked if those attending
should meet beforehand and asked what qualifies as an official Commission meeting; Krieg confirmed
that only two members can meet before it needs to be considered a formal Commission meeting.
Commissioners discussed amongst themselves who would be attending. Commissioner Chenot asked
to confirm that the requested grant funds would be used for the Fall 2024 grant cycle; Earley confirmed
that they would be used for both the Fall 2024 and Spring 2025 grant cycles. Commissioners discussed
how to allocate funds more evenly across both cycles in the next fiscal year. Commissioner Greenlaw
suggested notifying City Councilors at budget hearing that requested amounts for grants have
increased.
