There was no objection from the Committee. 1. Bids/Purchasing (Adjustment to the Agenda) a. Montgomery Street Storm Drain Extension — Engineering — C&C Lynch Excavating, LLC - $107,078 Motion made and seconded to recommend contract; motion passed unanimously. 2. Amend Quitclaim Deed and Development Agreement— 177 Pearl Street Motion made and seconded to accept agenda item, motion passed unanimously. 3. Council Order (24-147) —Authorizing Multiple Loans from the School Revolving Renovation Fund and the Issuance of the City's General Obligation Bonds and a Tax Levy Therefor Motion made and seconded to recommend to Council, motion passed unanimously. 4. Council Resolve (24-146) —Accepting and Appropriating $200,000 in Maine Emergency Medical Services Stabilization and Sustainability Program Funds Motion made and seconded to recommend to Council, motion passed unanimously. 5. Council Order—Accepting Maine Historic Preservation Commission Certified Local Government Grant Motion made and seconded to recommend to Council, motion passed unanimously. 6. Council Resolve —Amend Grant and Accept and Appropriate — Overdose Prevention and Naloxone Distribution Program Motion made and seconded to recommend to Council, motion passed unanimously. 7. Council Resolve —Authorize and Appropriate — Maine Prevention Network Motion made and seconded to recommend to Council, motion passed unanimously. 8. Council Order— Memorandum of Understanding — Maine Access Points Motion made and seconded to recommend to Council, motion passed unanimously. 9. Council Order—Authorizing Application for Homeland Security Grant— Police & Fire Motion made and seconded to recommend to Council, motion passed unanimously. 10. Council Order—Authorizing Application for Homeland Security Grant through Maine Emergency Management Agency— Fire & Police Motion made and seconded to recommend to Council, motion passed unanimously. 11. Review of General Fund Interim Financials— 3rd Quarter— March 2024 Staff presented interim financial statements through March 31, 2024 with additional information for areas outside of expected budget levels.
