HISTORIC PRESERVATION COMMISSION MEETING OF NOVEMBER 9, 2023, 7:00 P.M. CITY COUNCIL CHAMBERS MEETING MINUTES Commission Members Present: Liam Riordan Edmund Chernesky Nathaniel King Anne Marie Quin Matthew Weitkamp Citv Staff Present: Anne Krieg, Development Director Mike Pullen, HPC Consultant Chair Riordan called the meeting to order at 7:00 P.M. New Business: 1. Discussion About New Construction Guidelines in the Historic Districts Consultant Mike Pullen presented a slideshow outlining new construction guidelines in the historic districts. Chair Riordan asked clarifying question regarding information used when reviewing applications. Development Director Anne Krieg responded that Commission's decisions should only be based upon the information included in the application. Peter Keebler, incoming Commission member (present for observation), asked if Commissioners are allowed to ask for additional information beyond what is included in application. Krieg responded that they can. Riordan clarified that applications are sent to Pullen for review prior to presentation to the Commission, as a means of checking for completeness. Pullen asked the Commission and staff for any questions or comments. Krieg asked the Commission on guidance regarding specific requirements for assessing a future application for a city-owned property that will be put out to bid for sale in the near future. Any development on the property will need to be presented to the Commission for approval as it is within a historic district. Staff would like to include any particular items of concern from the Commission in their RFP. Keebler asked clarifying questions regarding lot size requirements, etc. for construction of ADUs. Krieg, Pullen, and Commissioners discussed reviewing applications within these new guidelines. Krieg encouraged Commissioners to take advantage of NAPC webinars, trainings, etc. 2. Meetinq Minutes — October 19, 2023 Commissioner Weitkamp moved to approve the October 19th meeting minutes.
