1. Bids '
� a. Cargo Apron Reconstruction Phase 2 —Airport—Vaughn Thibodeau &Sons
$2,226,795 .
'Cyr noted that the reason for the Specia[ Finance Committee is that the project bids to
� be reviewed all have signiflcant time constraints associated with them and staff needed
to have the items awarded tonight in order to meet grant or agency requirements.
� Cyr said that the first reading for the appropriation resofve for this item has taken place.
Airport staff was successful in obtaining additional grant funding from the Federal
� Government for AIP improvements. The total amount available under the AIP program
is just over $2.5M. This is a program that is 95% federally funded, and 2�/� will come
from the each State of Maine and the Airport. Six bids were issued and three responses
i received. Staff recommended award of bid to Vaughn Thibodeau, the lower bidder, in
� the amount of$2,226,795. Blanchette asked if Phase 2 is the final one. Hupp
anticipates one more phase, and she noted there wilf always be pavement maintenance
� and reconstruction because of the amount of pavement in, place. Responding to
Blanchette, Hupp said Phase 1 was in the $2-3M range, and there is not an estimate yet
. available for Phase 3 but will probably be in the $2-3M range. Phase 3 will involve
� drainage and an oil/water separator as well as reconstructing the existing pavement.
Phase 2 needs to be completed this calendar year. A motion was made and seconded to
� approve stafP's recommendation. Stone congratulated Hupp for securing federal
funding.
b. Penjajawoc Stream Restoration — Engineering — RA Paradis &Sons - $92,530
� Gyr said that at the last regularly scheduled Finance Committee meeting a number of
awards were made for non-point stormwater improvements in the Penjajawoc Stream
� area. At that time, staff noted there were more pending bid awards. Those two bids
were opened last Wednesday and the next two items represent the last of the bid items
for the ARRA 2009 DEP funding. Four bids were received and the recommendation was
� to award to the low bidder, RA Paradis of Newport, in the amount of$92,530. Ring
said that this project includes stream restoration, rechannelization, and a number of
. difFerent things between Stillwater Avenue and the Interstate to make the stream more
, natural and improve water quality, etc. As far as RA Paradis, Ring noted that the City
has not had direct experience with them. A number of references were checked and
� they were all very positive. The company, according to Ring, is diversified in experienoe

a simi[ar project in Newport involving a rechannelization and rejuvenation of the � �
Sebasticook River in town. One of the principais with the company is an individual that
the City had worked with back'in the 90's on several projects in Bangor when working
for another company. A motion was made and seconded to approve stafF �
recommendation. Responding fio Grafinrick, Ring talked about bid response disparities.
c. Hogan Road Stormwater Treatment— Engineering — Lou Silver, Inc - $300,512 '
Cyr said the recommendation is to award to the low bidder, Lou Silver, Inc., in the
amount of $300,512. Ring said this will provide treatment to a fairly significant area on
Hogan Road which, when constructed, was not subject to stormwater treatment i
requirements. �
Responding to Stone, C�r talked about the sources of funding through the American �
Recovery and Reinvestment Act. Responding to D'Errico, Ring spoke about the
requirements placed upon municipalities in terms of water related projects and �
programs are mandated by the Federal Ciean Water Act.
