REGULAR MEETING
7:00 p.in., Monday, January 8, 2001

School Committee Members present: Chairman Martha Newman, Phyllis Shubert, Suzanne Cox,
George Eaton II, and Christine Szal. Chairman Newrnan announced Committee Member Ellen
Tobin had a healthy baby boy. Committee Member Susan Carlisle was ill.
The meeting was called to order at 7:00 p.m. The Pledge of 1-�llegiance followed.
A. 1. Voted 5-0 to approve the Regular Meeting Minutes of January 8, 2001.
B. There were no audience comments.
C. Superintendent Robert Ervin reported on the State and local impact of the Governor's
five percent increase in General Purpose Aid to schools. He explained that when costs,
• such as prograsnnzatic costs, are deducted the actual increase in Operating Costs, or direct
aid to classrooms, is up only 2.26%. This unacceptable increase is compounded by the
annual failure of the Legislature to meet its full funding obligations. Bangor will receive
less State aid than in past years.
Superintendent Ervin went on to state that the construction of the FY2002 school budget
would be a challenge. Negotiated agreements and sharply rising overhead costs comprise
much of the budget. Expenditure discussion.s begin with the Principals next week.
Three Design-Build Teams have been selected to submit proposals on February 23, 2001
for the Sangor High School Project: Crranger Northern/SIvIRT(Portland), H.E.
Sargent/WSRC, and Nickerson O'Day/J.Gordon.
Committee Member Shubert elaborated on the proposed Sta.te funding levels for
education. She alsb explained the support for the "Pennington"referendum and its impact
on decision-making in Augusta. The State is also headed toward a set of new teacher
certification rules,which will ask schools to contribute heavily in time and money to new
regional support mechanisms for beginning teachers. She also commented on the
increased quality of courses at the United Technologies Center, many of which offer
great employment potential.
• D. l. Superintendent Ervin presented a report on student achievement on the 1998-1999 and
1999-2000 Maine Educational Assessment. He discussed its new format and content

� and explained a variety of statistics, which show that Bangor students continue to
perform very well on the tests in inost content areas in Grades 4, 8, and 1 l. Ba�gor High
School is especially impressive as it ranlcs in tlie top teiz high schools in tlle State in spite
of the size of its test taking population. I-�e also attached reports from Principals oi�. how
the MEA results are used to consider curricular and instructional improvements.
E. 1. Superintendent Ervin recommended approval of the following Extra Duty assig11111ents:
Lisa M. Brooker Bangor High School DI Coordinator
John T. Tennett, Jr. Bangor High School Asst. Coach Varsity Baseball
Fred Lower Bangor High School Head Coach JV Baseball
VOTED 5-0 to accept the Extra Duty assignments as recommended
