AGENDA
1. Sewer Abatement Request: Account #3604102
Amanda Smith stated the abatements exceeded $3,000.00 Department maximum approval and required Committee
approval.
Motion made and seconded, unanimously approved.
2. Sewer Abatement Request: Account #9303402
Tabled in April but has been since been resolved. Leaking pipe corner of the basement that was unnoticed.
Motion made and seconded, unanimously approved.
3. Sewer Abatement Request: Account #4901302
Amanda Smith stated it was a second abatement on the same property found to be due to vandalism of tearing out of the
baseboard heating.
Moved and seconded, unanimously approved.
4. Adopting Unmanned Aerial Systems (UAS) Policy Guidelines
John and Patrick spoke to the finalizing of policy after first presenting the process in the fall of 2019. Maine Municipal
incorporated language along with the Maine State Statue pertaining to law enforcement. Staff was seeking Committee
approval to adopt policy.
Moved and seconded, unanimously approved.
5. MDOT Agreement: WIN #025379.00 Preservation Paving or Portion of Oak Street
John outlined the project was from State Street to Washington Street. A City match of 57,718.20 would be required. Staff
requested approval for City Manager to enter into agreement with Maine Department of Transportation.
Motioned made and seconded, unanimously approved.

6. MDOT Agreement: WIN #025617.00 Broadway Heads Up Pedestrian Safety Improvements
John outlined that the Municipality was awarded federal funding for Maine Department of Transportation Head’s Up
Program for the installation of sidewalk and pedestrian signal upgrades on Broadway, from Husson Avenue to Grandview
Avenue. City Match of $5,600.00 for the design portion would be required. Project estimate for overall construction
would be $155,000. Staff requested approval for the City Manager to enter into agreement with Maine Department of
Transportation.
Motioned made and seconded, unanimously approved.
7. Discontinue Portion of Carver Street Right-Of-Way
John discussed the section to be discontinued was from Washington to Buck Street with only a sewer main going through
the Right-Of-Way.
Motioned made and seconded, unanimously approved.
8. Discussion: Saratoga Avenue, Brentwood Avenue, Hempstead Avenue Survey
John outlined at the April 20th meeting, abutter requested to discontinue a portion of sidewalk. A survey was taken of the
whole neighborhood resulted in 42 from 69 surveys 60% wanted the sidewalk and approximately 40% didn’t want the
sidewalk. A recommendation was made by the Engineer that Public Works repave and make improvements to the
sidewalk. Aaron passed along a resident’s concern regarding grading of sidewalk and why the whole neighborhood was
surveyed regarding that portion.
No vote necessary, but Committee in favor of repaving and improvement.
