Hildreth Street Drainage Easements The Engineering Department was made aware of significant flooding on Hammond Street near Hildreth Street that occurs during heavy rains. The roadway floods, and water can be seen coming out of catch basins, creating an unsafe condition on the roadway, as well as creating a drainage impact on private properties in the area. Hildreth Street drains via a 15 inch concrete storm drain that connects to a 15-inch polyethylene storm drain on Hammond Street. The catch basin where the two systems come together have been seen overflowing during heavy rains due to the system being over capacity. To reduce the frequency of flooding, Engineering designed a new drain line that would intercept the 15-inch concrete line on Hildreth Street. The new line would be 24-inch polyethylene, and would be routed across four private properties to Shaw Brook. Utilizing these private properties was the most economical use of funds to increase the capacity for stormwater in the area. This measure should greatly reduce the volume of stormwater entering the Hammond Street storm drain, and thereby also reducing the flooding that occurs on Hammond Street in heavy rains. The owners of the four properties have verbally agreed to allow the City to install and maintain this new drain line in proposed easement areas for each property. The properties include 15 Hildreth Street (M/L R09-002-B), 1570 Hammond Street (M/L R09-002-D), 1606 Hammond Street (M/L R09-002) and a property in Hermon, identified on the tax maps of the Town of Hermon as Map 23 Lot 64. Vote: Motion Made and Seconded, Unanimous 2. Discussion: Union Street/Fifteenth Street Traffic Residents of Bangor had recently contacted the Engineering Department regarding the number of accidents at the intersection of Fifteenth Street and Union Street. The three-year crash data provided by Maine Department of Transportation showed that the intersection was classified as a high crash location, with the majority of crashing involved vehicles making left turns in or out of Fifteenth Street. There was discussion of a right in, right out, collect traffic counts, and acquire public feedback. Vote: Motion Made and Seconded to move forward, Unanimous 3. Discussion: BUCTARP Infrastructure Items John outlined Michael Gleason’s concerns and recommendations regarding five locations. • Broad Street and Main Street • No Right on Red Hammond, Main Street, and Center Street • No Left turn prohibition from Franklin onto Hammond be removed • One way traffic of North High Street towards Hammond Street • Franklin Street and Harlow Street three way stop Vote: Motion Made and Seconded to move forward, Unanimous The Committee offered suggestions and recommendations of the above listed locations. Note: Aaron Huotari mentioned Wayne Mallar contacted him regarding empty trash cans should not be left on street. The item was not on the agenda. After some discussion, the Committee concluded the Ordinance would stay as written. Motion made and seconded to adjourn.
