1. Maine Department of Transportation Heads Up – Broadway
At the November 23, 2020 City Council Meeting, the Council authorized the City Engineer to submit a grant application for
funding to the Maine Department of Transportation (MaineDOT) for sidewalk improvement s within the City of Bangor.
As part of MaineDOT's "Heads Up Campaign", the State had allotted funding to municipalities for safety improvement
projects that were identified in their Pedestrian Safety Action Plans that were developed as a result of the Campaign.
The Engineering Department was notified last month that the City of Bangor's safety improvement project on Broadway and
Grandview Avenue has been approved for funding by MaineDOT. This project includes sidewalk improvements along
Broadway between Husson Avenue and Grandview Avenue. The project will also include pedestrian traffic signal
improvements at the intersection of Grandview Avenue and Broadway. The estimated cost of this project is $155,000 with
the State providing 80 percent ($124,000) of the funding and the City providing a 20 percent ($31,000) local match. The
local match for this project will be included in the City of Bangor's Budget for FY 2022.
The Engineering Department must confirm to MaineDOT that the City of Bangor still wishes to pursue this project and that
we will complete it as a locally administered project. Once MaineDOT receives this confirmation, they will forward us the
Formal Agreement that will be brought to a future City Council Meeting for authorization.

2. Davis Road Pedestrian Crossing, MDOT WIN # 25501.00
The City of Bangor has submitted an application for an RRFB to be installed on Davis Road in the vicinity of an existing
crosswalk located near the Bangor Housing Community Center at 161 Davis Road. The existing crosswalk is frequently
utilized by school age children by providing access to the Bangor Housing Community Center located on the west side of
Davis Road to the significant residential neighborhood located on the east side of Davis Road. In addition, a new park
and splash pad was recently been installed by Bangor Housing on the east side of Davis Road within the vicinity of this
crosswalk.
There currently exists sidewalk on the east side of Davis Road, however no proper sidewalk landings exist on either side of
the road. In order to properly site the new RRFB and crosswalk, the City will slightly modify the location of the existing
crosswalk and construct approximately 200 feet of new sidewalk on the west side of Davis Road to develop proper landings
for the crosswalk on both sides of the street. I understand that with this application, additional funding is available to
assist with the cost of developing the ADA compliant landings. The City of Bangor would like to be considered for this
additional funding, if it is available.
This sidewalk and crosswalk improvement project was discussed at the February 16, 2021 Infrastructure Committee
Meeting. The Bangor City Council members present at that meeting were supportive of this project. The City of Bangor's
Public Works Department has staff that have installed RRFB's in the past and have the ability to install one at Davis Road
within six months should we be provided one.

3. SCADA Phase 2 Project
The Department of Water Quality monitors and controls the wastewater treatment facility along with 23 remote sites using
a supervisory control and data acquisition (SCADA) system. The SCADA system was originally installed in the early 1990’s
and much of the control system is now obsolete and difficult to support.
In 2017, a SCADA needs assessment was put out for competitive bidding, which was subsequently awarded to Wright
Pierce. The needs assessment proposed a phased approach in order to quickly address the most fragile systems. Phase A
was completed in October 2020.
The Department of Water Quality is seeking authorization to waive the bid process and contract with Wright Pierce to begin
Phase B of the SCADA control system upgrade. The FY 21 budget includes $925,000 for the SCADA system upgrade. Phase
B focuses on the wastewater treatment plant control system.
The Department of Water Quality is seeking to award the engineering and programming portion of Phase B to Wright Pierce
and will subsequently put the construction portion of Phase B out for competitive bidding. The engineering and
programming cost of Phase B is $612,800.

4. Update: Davis Tank CSO Project
The Davis Brook CSO Storage Tank has been under construction continuously since February of 2020. The Tank will
provide storage for 3.8 million gallons of sanitary flow during wet weather conditions. The tank is approximately 116
feet wide by 242 feet long with an average depth of 23 feet. The purpose of the tank is to reduce the number and
quantity of combined sewer overflows to the Penobscot River.
S.E. Macmillan was the low bidder for this project with a bid of $31,777,777.00. Stan MacMillan worked with City staff
and the City's Design Engineer (AECOM) to make some minor modifications to the project to reduce the construction
costs to $29, 427,777.00.
Currently the Contractor is working on completing the concrete tank slab of the project with 9 of 15 of the floor slab
sections complete. The wall along the east side of the tank has also been completed. Excavation material from the
project is being transported to the Roundhouse lot and to a city owned lot on Essex Street where it is being utilized as fill
for proposed trailhead parking and two additional trails to access the Essex Street Recreation Area.
As of the January 2021 pay requisition, S.E. MacMillan has invoiced the City for approximately $15,700,000, about 53
percent of the total project cost. Although there is significant work remaining, much of the higher cost work associated with
the project has been completed including sheet-piling of the tank perimeter, excavation , and a significant amount of the
concrete placement. The project is currently on schedule for the June 2022 completion date.

The Engineering Department will continue to work on tasks associated with keeping the City in compliance with the 2015
Consent Decree with EPA and DEP, our DEP MS4 Permit, and the Coal Tar Contamination at the City’s waterfront.
We will continue to submit funding grants to MaineDOT and DEP for City improvement projects.
