1. GIS License Agreement Renewal
The City’s GIS system is provided by ESRI and is due for a three-year renewal for a cost of
$115,500.
2. Modification of the Code of the City of Bangor Policy for Design for Streets and Right-
Of-Ways, Chapter §271-15 Construction Standards
The City of Bangor has developed a Policy for Design Standards for Streets and Right of Ways in
accordance with the Code of the City of Bangor §271-15 - Construction Standards. This Policy has
worked well over the past several years. Recently however, the City had received requests from
engineers and developers who wished to reduce the required pavement width for residential
streets in areas of less building density such as those found in the Rural Residence & Agriculture
(RR&A) District.
Under the current Policy, in order for new residential streets to be accepted by the City, the total
paved width of the street must be 28' which includes two 11' travel lanes and a 3' paved shoulder
on each side of the road. A width of 28' allows for on street parking on one side of the road while
still allowing for unimpeded two-way travel. This width is appropriate for most areas within the
City where smaller lots are permitted and on street parking is common.
Within the RR&A zoning however, the minimum lot size is 1 1/2 acres which allows for larger
driveways and less need or desire for parking along the street. Based on discussions with Public
Works, Code, and the Fire Department, I believe a total pavement width of 24' would nicely
accommodate the needs of residents within the RR&A zones within the City. This reduction in
pavement width would reduce the cost of road construction and maintenance as well as reduce
the impervious groundcover resulting in an environmental benefit.
The additions to the table labelled Design/Construction Standards - Residential Streets that
reflect the changes for proposed streets in the RR&A District, shown in red. Although this looks
like a minor change, this will help encourage future residential development with the RR&A
District of the City.
