City Council Chambers & via Zoom
Councilors in Attendance: Nichols, Hawes, Okafor, Schaefer, Dubay
Non-Committee Member Councilors: Fournier, Sprague
Staff in Attendance: C. O'Donnell,T. Willette,J. Saucier, R. Fogler
The meeting was held both in-person and remotely via ZOOM and was called to order by
Committee Chair Nichols at 5:29 pm.
1. Council Order—Authorizing Bangor Public Health and Community Services to Apply for
Funding from the U.S. Department of Housing and Urban Development in Support of the
City's Shelter Plus Care program.
Rindy Fogler, Bangor Public Health,gave overview of this item.There was limited discussion.
A motion to approve and move to full Council was made by Councilor Schaefer,seconded by
Councilor Okafor, no doubts.
2. Naming of Second Street Park
Councilor Nichols and Assistant City Manager O'Donnell gave an overview of the request to
rename the park in honor of Gerald E.Talbot who celebrates his 90t" birthday this month. Mr.
Talbot grew up near the park, has done a lot for our state, and is a well-deserved honor. It was
mentioned that this fits the related policy with one exception being that the policy states the
person in which something is being named after is to be deceased. Councilor Okafor would like
to see the policy looked at for potential amendment.
A motion to approve and move to full Council was made by Councilor Schaefer,seconded by
Councilor Okafor, no doubts.
3. Proposed Ordinance Discussion: Ending the Sale of Flavored Tobacco Products
A significant number of individuals attended the meeting to provide feedback on this proposed
ordinance. Approximately a dozen people spoke in favor of it and approximately 14 people
spoke in opposition.This meeting was one of many in which members of the public were
encouraged to provide feedback for the Council's consideration. No action was taken at this
time, as it was listed as an agenda item on this meeting for the purposes of hearing public
comment.
4. Proposed Ordinance Amendment Discussion: Ethics
Assistant City Solicitor Saucier provided a brief update related to this ordinance and gave an
overview of the process.There was little discussion about the amendments. It was mentioned it
will return to the full Council at their next meeting on October 13tn
A motion to approve and move to full Council was made by Councilor Hawes,seconded by
Councilor Okafor, no doubts.
