O'Donnell, C. Conlow, A. Huotari, L. Goodwin,J. Saucier,J. Comstock The meeting was called to order by Chair Sarah Nichols at 6:43 pm. 1) Civic Organization Signs Discussion Public Works Director Huotari gave an overview of the proposed plan to work with an interested citizen to help replace/re-attach aging civic organization signs throughout the City. Citizen Rey DuBois had approached PWD Huotari about replacing the signs. It's proposed that Mr. DuBois would act as the liaison with the organizations to replace their signs if necessary, separate from the City, and then provide updated signs to PW to be mounted on the signposts. The Committee thanks Mr. DuBois for his interest and help with the project. 2) Council Order—Authorizing City Manager to Accept &Appropriate $365,556 for the Supplemental Nutrition Education Grant Program An overview of this grant was given by Program Manager Jamie Comstock with little discussion. A motion to approve and move to full Council was made by Councilor Schaefer, seconded by Councilor Dubay, all in favor. 3) Council Order—Authorizing City Manager to Accept &Appropriate $65,025 from MaineHealth for the Let's Go Healthy Eating and Active Living Grant An overview of this grant was given by Program Manager Jamie Comstock with little discussion. A motion to approve and move to full Council was made by Councilor Schaefer, seconded by Councilor Dubay, all in favor. 4) Council Order—Authorizing City Manager to Accept &Appropriate $125,000 in Drug Free Community Funding from CDC An overview of this grant was given by Program Manager Jamie Comstock with little discussion. A motion to approve and move to full Council was made by Councilor Schaefer, seconded by Councilor Dubay, all in favor. 5) Proposed Charter Amendment: Nominations & Elections, Accessibility of Ballots City Clerk Goodwin explained this was a result of a settlement agreement requirements. Deadlines in our Charter do not allow us to meet the requirements and as a result, staff is asking Council for a minor amendment to the Charter to mirror the requirements of the agreement. If approved, a public hearing would be scheduled at the next City Council Meeting followed by approval at a subsequent meeting. CC Goodwin indicated in response to a question that this year is an easier voting year, has informed the State of our timelines, and would allow for the changes to be in affect for the next presidential race. A motion to approve and move to full Council was made by Councilor Schaefer, seconded by Councilor Okafor, all in favor. 6) MMA Annual Election—Vice President & Executive Committee Members ACM O'Donnell reviewed the ballot. There were limited number of candidates from various communities that did not exceed the number of available slots. A motion to approve as presented was made by Councilor Dubay, seconded by Councilor Schaefer, all in favor. Meeting was adjourned at 6:56pm.
