Resolve: Ratify City Manager Submitting A Grant Application for Grandview Culvert The City of Bangor submitted an application for funding improvements to the existing stream crossing of Arctic Brook at Grandview Avenue.The existing corrugated metal pipe is showing signs of deterioration due to age and is a barrier to aquatic organisms. Grandview Avenue is an important cross-link between Broadway and Essex Street and services users such as residents,commuters, businesses in and around the Broadway Shopping Center, Bangor High School, two churches, nursing home, pediatric office, Husson University. Arctic Brook is dassified as an Urban Impaired Stream by the Maine Department of Environmental Protection. The City has a watershed-based management plan to improve water quality in Arctic Brook. The plan recommends that the culvert be replaced with one of the appropriate size with a natural bottom for this stream to attain Class B water quality standards.The City intends to replace the existing structure with a pipe arch with streambed material placed within. This will increase hydraulic capacity while lessening erosive flows, as well as, increase habitat connectivity for both aquatic and terrestrial animals living in and around the stream corridor. Discussion: Hancock Street Easement Revision At the City Council Meeting on November 23, 2020 the Council granted approval for the City of Bangor to obtain a sewer easement from Northem �ight Eastern Maine Medical Center to install and maintain a 24"sewer main across their property in order to address sanitary overflow issues within the City system that are occurring at the large hospital parking lot on State Street. At the meeting, the Council also granted City Staff permission to obtain an easement from the property owners adjacent to the hospital at 431 Hancock Street. The property owners at 431 State Street have recently changed their mind and no longer wish to provide the City with an easement for the sewer main installation. Engineering Staff have redesigned the project to remove the proposed sewer main from the property at 431 Hancock Street and utilized additional property on the Hospital parcel.The hospital is willing to provide the City with a larger easement. I have provided a copy of the original easement exhibit as well as the updated exhibit. This design change results in a slight increase in the length of the sewer main and an estimated increase in construction cost of about$10,000. Where the City Council has already provided permission to obtain an easement from the hospital for the purpose of this sewer main installation,this agenda item is for information purposes only. 3. Grading Easement for Schoolhouse Property,Map 041 Lot 112 This Order would authorize the City Manager to execute a permanent grading easement on the City parcel located at Map 041, Lot 112 to allow for the construction and maintenance of a retaining wall along the northerly property line of the parcel located at 183 Harlow Street, Map 041, Lot 096. The retaining wall would allow for increased on-site parking for the School House Apartment property. The proposed easement will be about 25 feet wide and 274 feet long. Vote; Motion made and seconded, Unanimous Vote, 4. Discussion: Additional Holiday Trash Picku� Aaron and Jim Dunning discussed options for the additional holiday trash pickup. They offered option 1) additional rear loading truck run to pick up holiday trash in clear plastic bags. Cost $10,000— 15,000. 2.) Resident drop off with less cost and convenience, but with extra cardboard bins and labor for six to seven days at the Public Works yard. After some discussion the concern for residents to purchase clear bags and unintended materials in the bags, the Committee was favorable to the resident dropping off paper materials at Public Works. Motion made and seconded to adjourn. 1
