Yacoubagha, D.Tremble Non-Committee Member Councilors:J. Sprague, G. Schaefer Staff in Attendance: C. O'Donnell, M. Hathaway,T. Higgins, E. Pelletier The meeting was called to order by Chair Hawes at 6:10 pm. 1. Resolve: Authorizing City Manager to Accept&Appropriate $187,260.72 in Homeland Security Grant Funding from the Maine Emergency Management Agency for equipment and upgrades. Fire Chief Higgins provided an overview of the grant and stated the funding would be used to better prepare the City's response capabilities. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Yacoubagha, all in favor. 2. Presentation on Services Related to Homelessness: Partners for Peace &Wellspring Executive Director Amanda Cost provided an overview of Partners for Peace's history, mission, and services. The organization is generally thought of as a domestic violence shelter, but also provides other services such as rental subsidy and case management. Executive Director Suzanne Farley provided an overview of Wellspring and the services they offer including residential houses, detox center, and therapy. Community Action Grant (Climate Change) Order: Authorizing the City Manager to Apply for Funding of up to $50,000 from the State's Community Action Grant Program to Support Efforts to Help Mitigate Greenhouse Gas Emissions Assistant City Manager O'Donnell provided an update on this, including reviewing the feedback from the public outreach. EV chargers were top of the list with interest in looking at a bulk heat pump in the future. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Yacoubagha, all in favor. Resolve: Commit the City of Bangor to Participate in the Maine Community Resilience Partnership and Designate a Primary Point of Contact to the Partnership Assistant City Manager O'Donnell explained that as part of the grant opportunity, the State requires a commitment to their partnership. Given our efforts to create a regional climate plan, approval was recommended by staff. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Yacoubagha, all in favor. 4. Council Priorities— Monthly Update No update; leftover agenda item.
