Councilors in Attendance: Yacoubagha, Fournier(appointed voting member for meeting;
acting Chair), Sprague (appointed voting member for meeting)
Staff in Attendance: C. O'Donnell, M. Hathaway, P. Hamilton
The meeting was called to order by Acting Chair Fournier at 6:39 pm.
1. Order: Authorizing City Manager to apply for Maine Bureau of Highway Safety Grant—
Police Dept.
Police Chief Mark Hathaway provided an overview of this item and explained it would
benefit the department by providing printers for patrol cars.
A motion to approve and move to full Council was made by Councilor Yacoubagha, seconded
by Councilor Sprague, all in favor.
2. Presentation on Services Related to Homelessness: Partners for Peace, Health Equity
Alliance, and Wellspring
Partners for Peace and Wellspring were unable to present and were rescheduled.
Executive DirectorJenniferThompson of Health EquityAlliance (HEAL) provided an
overview of services offered by HEAL. Materials related to the presentations will be
available at www.banqormaine.qov/homelessness. The presentation was also recorded and
is available for viewing at www.banqormaine.qov/video.
3. Order Authorizing City Manager to Apply for an Amendment to the Public Health
Infrastructure Grant from Maine CDC in the Amount of$86,964 for the purpose of hiring
another position to Complete the Public Health Accreditation Process
Public Health Director Hamilton provided an overview of this item. She also provided an
overview of Point-In-Time, a national effort to collect data regarding the number of
individuals experiencing homelessness.
A motion to approve and move to full Council was made by Councilor Sprague, seconded by
Councilor Yacoubagha, all in favor.
4. Climate Action Funding Update
Assistant City Manager O'Donnell provided an update to the committee regarding an
opportunity to apply for funding through the newly formed Community Resilience
Partnership under Maine's Office of Policy Innovation and the Future as they have created a
Community Action Grant program. Staff is following the required steps, including public
outreach, in order to apply for$50,000. Staff identified our current regional plan, EV
chargers, heat pumps and other items that may be helpful toward mitigating greenhouse
gas emissions. A public workshop is scheduled for March 3rd at 12pm and 6pm, one virtual
and the other in person.
5. Community Connector Update
Assistant City Manager O'Donnell reviewed the new cdl licensing requirements that impact
staffing levels and staff's efforts to partner with Maranacook Adult Ed to apply for funding
to address a need for training. She also reviewed the updated Title VI plan, updated
Councilors on the Transit Center, and noted we are still running modified service due to lack
of drivers.
6. Council Priorities— Monthly Update
Assistant City Manager O'Donnell provided an update regarding the extended deadline for the
application to be a supported hub for the State's Built for Zero program.The update was brief in
nature.
