1. 023573.00 State Street & Forest Avenue Intersection Improvements
Presented by John Theriault:
The Maine Department of Transportation has increased funding for the proposed intersection
improvements at the intersection of State Street and Forest Avenue. These improvements include the
replacement and upgrade of the traffic signal.
The original funding for this project was $205,593.00 with the City providing a local match of $20,559.30
(ten percent match). MaineDOT has increased the funding for the project to $310,000.00 with a required
local match from Bangor of $31,000.00. This increase in funding is a result of the increased costs that
MaineDOT has experienced for completing construction projects in the past couple of years.
This funding increase has been discussed with MaineDOT for some time now and the increase in the City's
local match was accounted for in our FY 2022 budget.
Vote: Motioned and seconded, unanimous.
2. Thomas Hill Road Realignment‐Engineer’s Report
Presented by John Theriault:
The Engineering Department has been working with the Bangor Water District to better define the parcel
that the Thomas Hill Standpipe sits on as well as the Right‐Of‐Way for Thomas Hill Road.
Currently, Thomas Hill Road does not entirely exist within the defined Right‐Of‐Way.
This Order adjusts the limits of the existing Right‐Of‐Way such that the limits encompass the current layout
of the road.
The portion of Right‐Of‐Way to be modified as defined by a 25' offset from the existing road centerline to
provide a 50' Right‐Of‐Way width.
The revisions to the Right‐Of‐Way are depicted in the plan prepared by Plisga & Day Land Surveyors and
titled "Proposed Realignment of Thomas Hill Road".
The Engineering Department finds this width acceptable to maintain the existing roadway.
Vote: Motion made and seconded to accept City Engineer’s Report and discontinuance, unanimously.

3. Bill of Sale to Versant for Underground Utility Lines at Bangor Waterfront
Presented by John Theriault:
In 2009, the City of Bangor completed a number of improvement along Railroad Street and the waterfront.
These improvements included providing electric service lines and transformers beginning at Railroad Street
and paralleling the railroad tracks for about 1,500 feet. This electric service was installed to accommodate
future events and activities at the City's waterfront. The service was installed within a 20' easement that was
provided to Bangor Hydro Electric as shown in the attached Exhibit A.
Typically, when the City has new electric lines and transformers installed to service city properties, the City
pays for the installation of the system and then turns over ownership of the electric system to the electric
provider. In this way, the electric provider (now Versant) is responsible for the future maintenance cost of
the electric system.
With the Davis Brook CSO Storage Tank project utilizing this existing electric service, Versant noticed that
the City never turned over the ownership of the electric service system to them. The Engineering
Department recommends that the City allow Versant to take ownership of the system such that they can
maintain this electric service in the most efficient manner.

4. Brown Tail Moth Discussion
Aaron Houtari provided a brief history when the Brown Tail Moth was introduced and the damaging effects
within the State.
The City is collecting data and conducting surveys and the records are shared with the Maine Forestry
Service.
Between approximately January 18th and the end of March the City will be collecting clippings of nests &
webs with bucket trucks on public property only.
The City will provide an outreach to the public with links to the State website for a list of treatments, also
provide information on how to identify to report the Brown Tail Moth.
