O'Donnell, P. Hamilton The meeting was held both in-person and remotely via ZOOM (with roll-call vote) and was called to order by Chair Sue Hawes at 5:48 pm. 1. Climate Action Plan Update The City's consultant Josh Rosen provided an overview of the City's partnership with the Town of Orono. Efforts to put together an RFP have been underway for a consultant to conduct the necessary emissions, vulnerability studies and outreach for the regional climate action plan. Staff is looking to take advantage of an opportunity to utilize BACTS funding, however, they must be the ones to issue the RFP. Staff believes this is the best approach. No action was taken. 2. Council Order—Authorizing the submission of a letter of interest and grant application to Maine Health Access Foundation to better allow staff to identify sustainable communication and relationship building strategies to better help address substance use disorder within Bangor. Public Health Director Patty Hamilton provided an over of this item to Council. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Okafor, roll call vote was taken with all in favor. 3. Council Order--Authorizing the submission of a Request for Proposal to the State of Maine Dept. of Health and Human Services, Maine Center for Disease Control and Prevention to administer the Women, Infants, and Children (WIC) program throughout Penobscot and Piscataquis counties. Public Health Director Hamilton provided an overview of this item. She mentioned that the City has held been awarded this program since 1974 and staff seek to continue in their efforts to provide the good work of the WIC program. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Okafor, roll call vote was taken with all in favor. 4. Presentation on Services Related to Homelessness: City of Bangor Per the Council's request, the City has begun an effort to invite local providers who provide services to those experiencing homelessness, or about to experience homelessness. City staff is starting with itself and will invite providers to future Government Operations Committee meetings. An overview of presentations, including the City's will be provided separately from the minutes. Assistant City Manager provided an extensive overview of all the services provided by the City with regard to this matter. No action was taken. Meeting was adjourned at approximately 6:55 pm.
