Councilor Daniel Tremble was appointed Committee Chair. Councilors in Attendance:Tremble (Chair), Leonard, Hawes, Pelletier, Sprague Non-Committee Member Councilors: Staff in Attendance: C. O'Donnell, J. Comstock, D. Laurie The meeting was called to order by Acting Committee Chair Tremble at 6:35 p.m. 1. Resolve: Authorizing the City Manager to Accept and Appropriate $1,500,000 from Maine Department of Health and Human Services for the Maine Prevention Network Public Health's Promotions ManagerJamie Comstock provided an overview ofthis item. Bangor Public Health will provide direct prevention services (substance use prevention, tobacco prevention, and promotion of health eating and active living) in Penobscot County. Public Health will subcontract with Northern Light May Hospital for Piscataquis County. A motion to approve and move to full Council was made by Councilor Sprague, seconded by Councilor Hawes, all in favor. 2. Shelter Village Discussion This item is a follow up to a previous discussion from last month related to housing those experiencing homelessness in shelter villages. Asst. City Manager O'Donnell presented information learned from Burlington, VTwho has undertaken such a project. Staff reviewed the Government & Institutional Services District (G&ISD) for potential sites for discussion. She also noted that this type of shelter village is essentially a different version of emergency shelter which is not currently an allowable use under code in any zone given the decision to vote it down. There was also discussion about warming center capacity, emergency shelter capacity, and more. Meeting was adjourned at approximately 7:45 pm.
