Councilors in Attendance: Yacoubagha (Temporary Chair),
Non-Committee Member Councilors: Sprague (fill-in), Leonard (fill-in), Fournier, Schaefer
Staff in Attendance: C. O'Donnell, P. Hamilton, T. Willette, D. Laurie, B. Thomas, L. Linscott
The meeting was called to order by temporary Committee Chair Yacoubagha at 6:10 p.m.
1. Order: Authorizes City Manager on behalf of Public Health and Community Services, to
submit a bid to Maine CDC to Provide Prevention Services in Penobscot County and
subcontract for services in Piscataquis County
Public Health Director Patty Hamilton provided an overview of this grant. The City has held
this grant since 2007 with different sources of funding but continued success.
A motion to approve and move to full Council was made by Councilor Sprague, seconded by
Councilor Leonard, all in favor.
2. Order: Donation of$10,000 from Anna Connors and the Gatorade Spotlight Grant for
Parks & Recreation programming
This item was reviewed first by the Committee. Parks & Recreation Director Tracy Willette
introduced Bangor High School Student Anna Connors. She presented a video she created to
win the grant and expressed appreciation for Parks & Rec programming. Director Willette
spoke well of Ms. Connors and her commitment to her community. The Councilors
congratulated Ms. Connors on her success and thanked her for her contribution.
A motion to approve and move to full Council was made by Councilor Sprague, seconded by
Councilor Leonard, all in favor.
3. Ordinance: Medical Marijuana
Assistant City Solicitor Thomas reviewed her memo outlining the need to amend the City's
medical marijuana ordinance to better align with state changes and allow for a process and
requirements related to obtaining a medical marijuana establishment license specifically.
A motion to approve staff recommendations and move to full Council was made by Councilor
Sprague, seconded by Councilor Leonard, all in favor.
4. Community Connector Update
Assistant City Manager O'Donnell and Bus Superintendent Laurie Linscott provided a brief
update on transit center which is on track to open in November, staffing is an ongoing
struggle with no end date for bringing back Saturday service at this time, working on
Disadvantaged Business Enterprise plan as part of an FTA requirement, and the bus stop
policy is moving along well.
5. Climate Action Plan Update
Phase 1 is moving along, expect vulnerability and emissions assessments to be completed
this fall. Had first advisory committee meeting with representatives across the region. Phase
2 funding is still being determined between the parties. Bangor and Orono is looking to
jointly apply for grant funding from the State's Community Resilience Partnership with a
tight turnaround but it would cover large portion of the cost.
