Non-Committee Member Councilors: Sprague, Leonard
Staff in Attendance: C. O'Donnell, P. Hamilton, J. Comstock, D. Szewczyk
The meeting was called to order by Committee Chair Hawes at 5:15 p.m.
1. Order: Authorizing the City Manager to Accept and Appropriate $1,212,162 from the
Maine Department of Health and Human Services to Support an Overdose Prevention and
Naloxone Distribution Program
Public Health Director Patty Hamilton and Health Promotion ManagerJamie Comstock
provided an overview of this grant. Funding is distributed over multiple counties and is for
one year.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Yacoubagha, all in favor.
2. Ordinance: Ending the Sale of Flavored Tobacco Products
Staff explained this item was originally approved by the Council in 2021, but due to a missed
notice requirement in state law regarding tobacco retailers, the ordinance was rescinded.
The language of the ordinance remains unchanged, with the exception of an effective date
being necessary. The committee heard from approximately 30 members of the public
regarding this matter. Councilor Tremble raised a potential conflict of interest as he owns a
neighborhood store that sells tobacco. If approved, the item will go to full City Council
meeting later this month for further discussion prior to approval or denial.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Yacoubagha, all in favor.
Meeting was adjourned at approximately 6:35 pm.
