Councilors in Attendance: Hawes (Chair), Yacoubagha, Okafor, Davitt
Non-Committee Member Councilors: Sprague, Leonard, Fournier

The meeting was called to order by Committee Chair Hawes at 5:25 p.m.
1. Resolve: Authorizing the City Manager to Accept and Appropriate a Grant Amendment in
the Amount of$37,506 for Bangor Public Health and Community Services' Public Health
Infrastructure Enhancement Grant with Maine Center for Disease Control
Public Health's Health Promotion ManagerJamie Comstock provided an overview ofthis
grant. This amendment is to support existing program to support response- ready public
health work force. The grant ends June 2023.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Okafor, all in favor.
2. Resolve: Ratifying Staff Action to Submit a bid to the Maine CDC for Maine's Project to
Prevent Prescription Drug/Opioid Overdose-Related Deaths in Penobscot County
Public Health's Health Promotion ManagerJamie Comstock provided an overview ofthis
bid. This is a new opportunity to help address issues related to overdose related deaths. The
funding would support identifying needs, assets, and gaps in knowledge and resources,
community trainings, ensure naloxone access, and develop a comprehensive overdose
prevention and response plan.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Okafor, all in favor.
3. Tax Program Update
Assessor Phil Drew provided an overview of new state programs including an elderly
deferral program and a tax stabilization program. These programs are meant to help
alleviate the tax burden on those permanently disabled or over 65 years of age. Information
will be added to the website. There was additional discussion about these two programs by
the Committee.
4. Asst. City Manager Update
Assistant City Manager O'Donnell provided updates on the transit system service, that
additional information related to homelessness services series will be forthcoming, as will
other topics such as amendments to medical marijuana and taxi cab ordinance.
Meeting was adjourned at approximately 6:02 pm.
