Stormwater Credits Update Richard May provided an update from his submitted memo: The City’s Stormwater Utility Fee for each property is based on the amount of impervious area on each property. The method used by the Engineering Department to measure the impervious area is aerial photography and GIS mapping. Engineering updates the mapping and measurements approximately every five years. As part of this process, Stormwater Utility Credits are also reviewed. The City’s Stormwater Utility allows for property owners to receive credits to their bill if they retain and treat stormwater on their property with an approved Stormwater Management Practice (SMP). These SMPs must be maintained by the property owner for continued credit to their bill. City of Bangor Code of Ordinances Chapter § 268-19 E. Maintenance. States: “The property owner must submit evidence of the continued existence and good working order of all structural controls and nonstructural activities that serve as the basis for a credit in 2020 and once every five years thereafter.” There are approximately 200 credits for individual parcels within the City, though many of these were found to be inactive. Each property with an active credit has been reviewed and compared to the 2019 aerial photograph being used to determine the current Stormwater Utility fee. Most credits will continue without interruption or action. Obvious changes visible in the aerial photo were closely reviewed to determine is these changes affect the stormwater credit. A summary of this review can be found in the table below. Many of the properties receiving credits are required to submit annual maintenance reports as required under § 268-7. These reports also satisfy the requirement of § 268-19 E. Other commercial properties that are receiving credits may not be required to submit annual inspections under § 268-7, but are required to submit inspections for § 268-19 E. to continue their Stormwater Utility credit. The Engineering Department believes that this requirement should be upheld due to the complexity of commercial properties. Residential Properties are also subject to the same requirement in § 268-19 E. to continue their Stormwater Utility credit. However, since these credits are most commonly based on topography and/or vegetation, they are easily reviewed using aerial photography and GIS mapping which includes updated topography. For this reason, the Engineering Department has completed such a review and believes that waiving this process will be the most efficient use of Staff time at this point. The review of stormwater credits will ensure that credits are still as accurate as possible. The project consist of mill and fill starting at the intersection of Route 2, extending north about 0.44 of a mile. The estimated project cost is $477,000.00, of which the Federal Share is $381,600.00. And the State share is #95,400.00. Vote: Motion Made and seconded, unanimous. Meeting Adjourned
