The meeting was called to order by Chair Hawes at 5:36 p.m.
1. Climate Action Update
Consultant Josh Rosen and Assistant City Manager O'Donnell provided an update on the
ongoing efforts of the regional climate action plan. This process is expected to go through
2023 and a consultant has been chosen by project team called BSC Group/Linnean Solutions
who will be holding a kickoff ineeting here shortly. The bids came back higher than
expected, so the team has worked to ensure needs are met, as well as the cost.
2. Resolve: Accept and Appropriate $50,000 in Funding from State of Maine for EV Chargers
and Regional Climate Action Plan
Assistant City Manager O'Donnell reviewed the grant submitted to support additional
chargers at the parking garage, as well as Abbot Square. It also included funding for the
regional climate action plan. There was discussion about the electricity being free, but with
option to change in the future, if desired.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Tremble, all in favor.
3. Marijuana Ordinance Amendment
City Solicitor Szewczyk reviewed proposed changes to the City's marijuana ordinance to
update the definition of a medical marijuana dispensary. He explained it is necessary to
ensure the definition makes sense given recent changes in state law. It was discussed that
additional changes to the recreational marijuana ordinance would be necessary for similar
reasons and that this was just a first step.
Meeting was adjourned at approximately 5:58 pm.
