Hawes Non-Committee Member Councilors: R. Fournier, S. Schaefer Staff in Attendance: C. O'Donnell, P. Hamilton, T. Willette,J. Comstock The meeting was called to order by Chair Hawes at 5:50 p.m. 1. Order: Authorizing City Manager to Accept and Appropriate $1,079,102 in McKinney- Vento Homeless Assistance Funds Public Health Director Hamilton provided an overview of this item. The funding will help support the work of existing program shelter plus care that houses folks experiencing homelessness. A motion to approve and move to full Council was made by Councilor Tremble, seconded by Councilor Schaefer, all in favor. 2. Order: Authorizing City Manager to Apply for Maine Cancer Foundation Tobacco Prevention and Treatment Grant Public Health Director Hamilton and Jamie Comstock provided an overview of this item. Order: Adopting an Event Permit Policy Parks & Recreation Director Tracy Willette provided an overview of the updates related to the event permit policy. Presentation on Services Related to Homelessness: Fresh Start Sober Living, Dirigo Counseling, & Design Wall Housing Founder & owner Scott Pardy provided an overview of Fresh Start Sober Living houses, started four years ago. They have ten houses that provide a safe, supportive, alcohol, and drug free environment for those in recovery in need of a home. Robin Sandau and Jonathan Sandau presented an overview of Dirigo Counseling Clinic, which started in 2004. They are a licensed for-profit mental health agency. They expanded in 2010 to include case management and substance use disorder treatment. They shared they believe more case managers are needed as they have so many clients, it is hard to keep up. Robin Sandau and Jonathan Sandau shared information about the newly formed nonprofit. They hope to provide safe and affordable housing with supportive foundation for personal growth.
