HISTORIC PRESERVATION COMMISSION MEETING OF APRIL 13, 2023 7:00 P.M. CITY COUNCIL CHAMBERS MEETING MINUTES Commission Members Present: Liam Riordan Edmund Chernesky Nathaniel King Anne Marie Quin Rebecca Krupke Karen Rand (on Zoom) Citv Staff Present: Anne Krieg, Development Director Member Riordan called the meeting to order at 7:00 P.M. New Business: 1. Certificate of Appropriateness —29 Havward Street — Map-Lot 033-002 —Whitnev Park Historic District —Applicant/Owner: Adrienne McConnell -Approval requested for Certificate of Appropriateness to add a natural gas meter and a heat pump (consisting of 1 outdoor and 2 indoor units). The property is located at Map-Lot 033-002, in the Whitney Park Historic District. Applicant Adrienne McConnell not present, so Member Riordan asked if the Commission had any concerns. Consultant Mike Pullen went through the points from his memo and asked Development Director Krieg for the applicant's written response. Applicant's response confirms that all heat pump power lines will be white, which was Pullen's recommendation so as to have them blend better with the color of the house. Commissioners had no questions. No public comment. Riordan closed the public hearing. King moved to approve the Certificate of Appropriateness for 29 Hayward Street — Map-Lot 033- 002, in the Whitney Park Historic District, Applicant/Owner Adrienne McConnell. Quin seconded. March 9, 2023 Meetinq Minutes Riordan moved to approve the March 9th meeting minutes. All in favor, none opposed. Chair asked member of the public for comments. Joe Pickering came to the podium to follow up on concerns brought forth at February 9th HPC meeting and to address concerns regarding a Freedom of Information Act (FOIA) request he had submitted. Stated that he has only briefly reviewed results of request but felt there were inaccuracies. Member Riordan asked to clarify if Pickering was referring to the Comprehensive Plan — Pickering confirmed he is referring to FOIA request. Pickering felt that reference to an email he had sent to City Council regarding LD445 was irrelevant to the issue at hand. Overall, Pickering felt that City of Bangor needs "far more in-depth thinking" regarding historic districts. Member Krupke asked Development Director Krieg for updates on Comprehensive Plan. Krieg reported that Planning Board will take in more public comments on current draft of full plan at next meeting (on April 18th) and that a second draft will be compiled from there. Riordan and Krieg both confirmed that current draft can be viewed on City's website. Commission, Development Director Krieg, and Consultant Pullen discussed opportunities for member training and continuing education, including use of funds for members to attend various seminars and workshops offered by both Maine Historic Preservation Commission and several national preservation organizations. Consultant Mike Pullen presented information regarding historic windows and their replacement. Distributed information packets to Commission members for further reading and review. Some discussion among Pullen, Commission members and Development Director Krieg regarding window replacement options and possible adjustments to HPC applications. Some discussion of shortage of tradespeople and several local recommendations. 3. Adjournment Meeting adjourned at 7:37 P.M.
