Summary
The applicant is seeking a zone change to the Multifamily and Service District (M&SD). The change to the
M&SD district would allow for more residential uses on this lot, such as single family and multi -family
dwellings, and community living arrangements.
The neighborhood has a mix of USD, URD-1, URD-2, and some M&SD lots. The lot is close to Main Street and
walkable to goods, services, parks, and schools.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map to re -zone property located at 10
& 12 Walter Street, Map -Lot 025-140-A from Urban Service District (USD) to Multifamily and Service District
(M&SD).
WHEREAS, at present, the zoning of the property restricts the site to more commercial uses rather than
residential and this zone change would allow for more residential uses;
WHEREAS, the Council has expressed a desire for more residential units in the City;
WHEREAS, the property at 10 & 12 Walter Street is walking distance to goods, services, parks, and schools;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor District Map is amended to reclassify the property addressed at
10 & 12 Walter Street, Map -Lot 025-140-A from Urban Service District (USD) to Multifamily and Service District
(M&SD).

District (USD) to Multifamily and Service District (M&SD)
Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a posted and noticed public hearing on May 2, 2023.
The meeting was conducted in the Council Chambers at City Hall and on Zoom. Members in
attendance in the Chambers were the Chair, Reese Perkins, and Members Don Meagher, Ted Brush,
Trish Hayes, Mike Bazinet, and Jonathan Boucher.
Lafortune Cothia, the applicant, presented the application. He reviewed their plans to add two
additional units to the existing duplex on the site.
From the staff inemo:
A. The applicant is seeking a zone change to the Multifamily and Service District (M&SD). The
change to the M&SD district would allow for more residential uses on this lot, such as single
family and multi-family dwellings, and community living arrangements.
B. The neighborhood has a mix of USD, URD-1, URD-2, and some M&SD lots. The lot is close to
Main Street and walkable to goods, services, parks, and schools.
Member Brush asked if there would be sufficient off-street parking for the additional units. The
applicant confirmed there would be; some of the backyard would be converted to parking.
Member Brush asked if this would be paved; the applicant stated that it would be.
There was some discussion between staff and Planning Board members on whether the
applicant would need to return to the Planning Board for site plan approval to add 2 additional
units. Planning Analyst Collette stated that it would not since that only applies to the creation of
3 or more units (in addition to what's existing, not total).

PLANNING BOARD RECOMMENDATION TO CITY COUNCIL

Chair Perkins and staff discussed allowances for residential in USD; staff confirmed USD only allows
mixed commercial residential. Perkins asked that instead of re-zoning this property, whether USD
could be modified to allow more residential uses. Planning Officer Krieg stated that could be a
discussion with the Board, but that USD is typically geared towards more commercial uses since it's
intended as a gateway, or transition, zone around areas like Main Street.
Member of the public, Kelly Hashey, made comments about difficulty hearing some of the speakers
and the need for closed captioning on the Zoom video.
Member Meagher made a motion to recommend to the City Council that the district change ought to
pass. Member Boucher seconded the motion. The motion passed 6:0
