Meeting Minutes
The following City Councilors attended: Dina Yacoubagha, Richard Fournier, Dan Tremble,
Joseph Leonard, Cara Pelletier,Jonathan Sprague, and Susan Hawes. Also, in attendance were
Airport Director, Tony Caruso, Assistant Airport Director Evan Thomas, and Marketing and
Business Development Manager, Aimee Thibodeau,
Agenda and Discussion:
1. Ban�or International Airport (BGR)— Update on the runway 15-33 rehabilitation proiect
Airport Director Caruso reported that the rehabilitation project will commence this summer.
Airport staff has conducted informational gathering and sharing meetings with all stakeholders
for the purpose of creating a matrix, in connection with Jacobs,toward a goal to lessen the
impact on our customers.
Year 1, Phase 1: The North end of runway will hold much of the focus in year 1.July—Aug.,
minimal closures. Runway evening closures (midnight to 6 am)will begin as crews shorten the
runway to prepare for the north-end construction. The runway will be shortened from 11,440'
to 7,220' during this time still allowing for a safe landing distance.
Phase 2: Middle and south end of runway focus; Mid-March 2024.April— mid-June expect
Monday at noon until Wednesday at 5-6 pm for 11 weeks in a row. Each closure will allow the
work crews to address 500' of the runway. During mid-June the South-end the runway will be
shortened from 11,440' to 7,218'. During the airport closure(s)we are planning to move
forward with construction work on the terminal while the customer traffic is low.
The Airport Marketing Department will continue to share information relative to closures and
updates.
2. Airport Advertisin� & Marketin� update:
a. BGR Aviation— FBO update
Assistant Airport Director Evan Thomas shared that the FBO is currently rebranding and
is staffed well with only one part-time vacancy. We have welcomed Travis Higgins as the
new Ramp Supervisor and Travis brings a wealth of aviation knowledge, management
skills, and experience to the team.
New equipment is an investment in which we are adding refueling trucks, water trucks,
GPU, etc. New equipment comes with a new layer of safety features.
UPS services are meeting and often exceeding turnaround times on a daily basis. Since
moving to 365-day service/operation, August 2, 2022 to date, we are approaching 700
tons of mail cargo handled.
b. Airport statistics report
Marketing & Business Development Manager Aimee Thibodeau reports that the
February numbers reflect that our passenger percentages are stable and increasing.
Within the area of Fuel Stats, columns have been added to reflect total budgeted gallons
and budgeted percent making the stats sheet easier to digest.
Marketing staff attended the Bangor High School and Hampden Academy Career Fairs.
BGR was a sponsor of and attended the Governor's Conference on Tourism. Impressive
turnout and a worthwhile event for us to market and network.
The Summit Project Honor Case will be on display at BGR for two months, which allows
the display to be onsite during the Troop Greeters Memorial Brick Ceremony scheduled
closer to Memorial Day.
