HomeMy WebLinkAbout2023-04-10 City Council Minutes MINUTES OF REGULAR MEETING BANGOR CITY COUNCIL—APRIL 10, 2023 Meeting called to order at 7:30 PM Chaired by Cofi�ncil Chair Fournier Councilors Present:Hawes,Leonard,Pelletier,Schaefer, Sprague, Tremble, Yacoubagha(via Zoom), Fournier Councilors Absent:Davitt Meeting adjourned at 8:17 PM PUBLIC COMMENT John King spoke against funding the YMCA expansion as the neighbors were not brought into the conversation and nothing is included in the plan to help the homeless. Bruce Campbell stated there needs to be a plan for sustained recovery for substance use. Scott Pardy,Zachary Bednaz and Brandon Turner spoke about the report on the needle swap program and stated the study contained bad data and did not include the needles that are obtained and used from other sources. Michael Beck felt there needed to be a comprehensive and strategic plan to address the mental health and housing issues in the ciry. Grimmie Jones thought the ARPA funds should be used to fund infrastructure to support the needs of the homeless community. Lisa Crahm of Etna would like to see the ARPA funds used for transitional housing and moving clinics. Mike Tuller felt the first step was to get shelter for the homeless. Donna Alger, York County, thanked the City Manager for the correspondence and debriefing of the experience with HUD technical assistance. She felt the whole state needed an emergency response plan.
