Request to Lease Land at Summit Park Nextel Communications has approached the City with a request to lease land at the base of the Bangor Standpipe in Summit Park. Nextel would like lease the land in order to install certain equipment either in a new communications building or through an expansion of the current building. Ne�el's request also includes the installation of antennas. City Solicitor Heitmann had prepared a background memorandum. Heitmann explained that the Standpipe is owned by the Bangor Water District and is on land that is owned by the City of Bangor. There is currently a wireless company antenna on top of the Standpipe. Nextel has negotiated with Bangor Water District to place equipment on the flagpole below the other wireless � but it would not require a separate antenna. Nextel also requires land to add a separate structure or add to the existing structure owned by the Water District to house their equipment. This would require City approval. In terms of the lease, Nextel is proposing a five-year lease with five extensions. In March of 2004, Heitmann said a similar arrangement was made on the standpipe at the Airport with the Bangor Water District and Unicel. Heitmann recommended approval of the lease with Nexel. This action also requires approval from the Historic Preservation Commission and City Council. Heitmann will work with Code Enforcement and the HPC. Nexel would pay $1,650 per month and the revenue would be split between the City and the Water District. A motion was made and seconded to accept staff's recommendation. 2. Election Ballot for Municipal Review Committee (MRC) Board of Directors The Municipal Review Committee is a non-profit corporation that was established in 1991 to ensure long-term, reliable, safe and environmentally sound solid waste disposal methods at reasonable and stable costs. The MRC is comprised of more than 100 towns and cities in central, eastern and northern Maine, including Bangor and is governed by a nine-person Board of Directors. Primary responsibilities include � oversight of the PERC Waste-to-Energy facility, managing the assets of ■ the MRC, and working with the plant owners/operatars to ensure efficienfi operation. Each year, three seats on the Board of Directors expire. Five � nominations have been received, including current incumbents Cox, L.essard and Yeaton. As a member of the MRC, Bangor is entitled to vote for one candidate. Currently, Bangor's Assistant City Manager is a Board Member and Treasurer. A mation was made and seconded to cast �he City's support far Susan Lessard, Hampden's Tawn Manager, given her overail experience with solid waste issues and as Hampden is host to the landfill which accepts PERC's ash. .
