Ordinance 03-143, Enacting New Chapter 127, Fuel Gas Chief Cammack said that this proposed ordinance would establish procedures for permitting, inspecting and installing fuel gas burners which use liquid propane � gas (LPG) and liquefied natural gas (LNG) and require venting. The ordinance also sets forth requirements for existing installations, permit revocation, access to records, identification signage and violations/penalties. Cammack noted that � there have been. updates in the NFPA editions, and the proposed Ordinance should be amended to reflect the date changes. ' Palmer wanted to know what kind of challenges the fire department faces, and how would this ordinance help with them. Cammack explained an incident in another fire department involving a 201b gas cylinder for a gas grill that kicked � out over a set of stairs and blew a 3-story building off its foundation and killed 6 firefighters. He said that it is this type of incident that they are trying to prepare � for. Greene wanted to know if this was for new installations only. Mickel said that � the ordinance would mostly address new installations. He said that they inspect all new oil and solid fuel, and it seems to be a logical progression to include fuel gases which are much more volatile than oil or wood. He said that we would be , inspecting gas heating systems. There is a provision in the ordinance that allows us to inspect an existing system that we deem dangerous. , The item was recommend for approval, as amended, to the Council. � � , � 2. Ordinance 03-144, Amending Chapter 109, Fees, Adopting a Fee � Schedule for Fuel Gas Burner Permits. Chief Cammack said that there is currently a fee for solid fuel and oil and this , proposed ordinance would establish a fee schedule for fuel gas (Liquid Propane Gas and Liquefied Natural Gas) burner permits. The fee schedule is the same as the existing fee schedule for oil burners, except that oil burning � appliances are rated on gallons per hour and fuel gas burners are rated on BTU output. � This item was recommended for approval to the Council. � 3. Recommendation to Create Non-Resident Couple Memberships at ! Bangor Municipal Golf Course. Golf Pro Brian Enman said that he recommends that a new classification of memberships be added: Non-Resident Couples. Presently, a classification exists � � for non-resident single memberships, but not for non-resident couples. At the moment, not all of the non-resident memberships have been sold, and there � have been requests to add the non-resident couple membership. As with the non-resident single membership, these would be available on a season to season basis, space permitting. � Greene said that if this would fill up membership slots that have not been taken, � then he would be in support of it. This item was approved by the Committee. , 4. Executive Session — Subordinate Committee Appointment The Committee voted to go into executive session to discuss and interview ' candidates for a position as Commissioner of the Bangor Housing Authority that became vacant due to a resignation.
