HomeMy WebLinkAbout2001-04-11 Government Operations Committee Minutes Government Operations Committee � Meeting Minutes April 11, 2001 Councilors Attending: Nichi Farnham, Joseph Baldacci Staff Attending: Ed Barrett, Bob Farrar, Don Winslow, Frank Comeau Chair Farnham convened the meeting at 5:00 p.m. 1. Council Order 01-180 Authorizing the City Manager to Apply for up to $5,000 in Funds from the State of Maine Bureau of Highway Safety for OUI Enforcement. Chief Winslow explained the program to the Committee. Essentially these funds will provide overtime for Bangor Police to increase OUI enforcement. The City has successfully used these funds in recent years to target OUI motorists operating under the influence. The Chief noted that this enables Bangor to more . aggressively enforce OUI laws. It was moved, seconded and unanimously approved to recommend passage of this Order to the City Council. 2. Lease with National Council on Aging for Space at the Community Center on Lower Main Street Frank Comeau explained that this agency has leased space on the first floor of the community center since 1995. They have been great tenants and it has been a very good relationship. The agency is in need of slightly more space, which is available and the parties have agreed to revise the annual lease from $4,500 per year to $5,000 per year. It was moved, seconded and unanimously approved to authorize execution of . the revised lease. As this is an annual lease, this does not require full Council action. 3. Update/Progress Report: Skateboard Park located off Dutton Street Frank Comeau briefed the Committee on the progress of the skateboard park. During April vacation, there will be work sessions including the group of young � adults involved with establishing the park and staff at Parks and Recreation. The work session will include assembling the various pieces of equipment for the � park. Comeau anticipates an opening date of early May with a formal grand opening and dedication planned for early to mid-June. A meeting has occurred with skateboard park organizers to develop park rules, which have also been reviewed by the City Solicitor's Office. A park sign will be erected later this spring. Comeau reminded the Committee that to start, the park will not be supervised. Parks and Recreation will closely monitor the situation to determine whether supervision will be needed. If so, the estimated cost would be approximately $12,000 per year based upon 60 hours per week during the summer and 35 hours per week during fall and spring. Other issues mentioned by Comeau included: possible need to have portable toilets at or near the facility, possible need to erect split rail fence to prohibit cars from driving through the park and the potential need to completely fence in the area to protect the equipment and/or to provide security after hours of operation. Comeau also noted that fundraising activities are continuing which could provide additional pieces of park equipment. Finally, he noted that Parks and Recreation will closely watch the park and activities as it opens and evolves during the spring and summer. The Committee thanked Comeau for his efforts and the update. With no further business to come before the Committee, the meeting adjourned at 5:20 p.m. � �
