The meeting was call�d to order at 5 : 05 PM.
AGENDA ITEM #1 - Continuation of Discussion Regarding Wat2rfront
• Parking
The Commi�tee revi�w�d the request of employees in the Front
Street area for extended time limits for parking. The Staff ' s
recommendations are to convert from 2 hour parking to 4 hour
parking the parallel parking spaces on the north side of Front
Street from the Harbor Landing parking lot west towards Railroad
Street, and convert 5 m�tered spaces under the Chamberlain Bridge
to permit parking. These proposed changes have been reviewed with
emplo.yers and employees in the Front Street area. None were
opposed. The Committe� agreed to place the necessary Ordinance
amendments on the February 12, 1996 City Council Agenda.

AGENDA ITEM #3 - Workshop wi�h Planning Board & City Counc�l
This item dealt with nighclub u�e in the Downtawn
Develapment District. �
Discussion taok plac� on the pros and cons of nigh�clubs in
downtown Bangor and, in particular, what steps to take in
controlling park�ng for patrans of the nightclubs . It has been
sugge�ted recently that �he City' s Land Devel�pment Code be
modified in arder to effectively deal wi�h the establishing of
such club� and the lack az off-s�ree� parking.
A member of �he Planning Baard spake stating that she did
not feel �ha� it was the Planning Board' � rale �o outlaw
nightclubs {a� she under�taad it} and that she was uncomfor�able
in di�cussing thi� as an issue.
City Manager Barret� replied stating that �oday' s discussion
was a Council workshap only and, thereforeJ �ha� no farmal action
! can be taken on anything discussed. Thi� workshop provides the
opportuni�y ta work out a solutian to the problems associated
with �he nightclub (s) . Th� formal proce�s would involve the
Cauncil deciding to introduce a different ordinance through the
regu3ar proc��s, refer i� back ta th� C&ED Committee far a
recommendation and hearing, and �hen final considerat�on by the
City Council .
Further discussions an �his issue will be taken up at �uture
meetings .
