McKay, Director of Community&Economic Development Katherine Weber, Planning Officer Sally Burgess, Business & Economic Officer Dan Wellington, Code Enforcement Officer OTHERS PRESENT: Parke Clemons, Republic Parking NOE—employees& 1 member of the Board of Directors � CONSENT AGENDA: ITEM#1 —Approving Purchase& Sale Agreements—Accepting Offers of Full Sale Price for Purchase of 196 Randolph Drive, 207 Randolph Drive, 231 Randolph Drive and 249 Randolph Drive. ITEM#2—Authorizing Amendment to Council Order 00-59 "Authorizing License Agreement with Finard& Company for use of a Portion of City Right of Way on Washington Street" A motion was made and seconded to approve the Consent Agenda as presented. So voted. REGULAR AGENDA: ITEM#3—Grant Writer Funding for 2000 Continuum of Care Application A motion was made and seconded to approve the funding of$4,980 in CDBG funds to assist with funding for the position of a grant writer with the Department of Mental Health. So voted. ITEM#4— Downtown Parking Issues Employees from Northeast Occupational Exchange (NOE) located at 29 Franklin Street, Bangor presented their request to the Committee to have the 2-hour parking in , front of their business changed to 4-hour paxking. The NOE employees stated the reason � for this request stems from the nature of their work which necessitates they have ready access to their cars. Staff's position is that the time limit for these parking spaces be a maximum of 2 hours to ensure turn over of the spaces. Councilor Rohman reviewed the problem that would occur if four hour parking were allowed which would be that office workers would end up parking on street all day. Councilor Aube asked that an explanation from NOE's Board of Directors and Administration be made available as to what they had envisioned for parking for their employees when they selected this location. Councilor Baldacci requested that City staff make contact with NOE to further discuss this issue. Meeting adjourned at approximately 6:30 PM. • i
