City Solicitor OTHERS PRESENT: Priscilla Williams =Wellspring Group Home representative, French Street • Councilor Rohman, in Committee Chair Councilor Baldacci's absence, called the meeting to order at 5:07 PM. Consent AQenda 1. Authorizing the Sale of 65 Randolph Drive (full price offer) 2. Council Referral—Ordinance 00-328,Amending the Bangor Center Revitalization Area Ordinance, Chapter 71 § 71-20, Signs Action Taken: A motion was made and seconded to approve the Consent AQenda as presented. So voted. - Resular A�enda 3. Children's Museum Agreement Amendments Action Taken: A motion was made and seconded to recommend approval of the amendments to the Children's Museum Agreement as presented. So voted. A motion was made and seconded to go into Executive Session. 4. Executive Session—University of Maine/City Lease Agreements A motion was made and seconded to go out of Executive Session. w � 5. Offer to Sell Properry City Solicitor Heitmann reviewed for the Committee an offer from a local resident to sell their Bangor property to the City. Staff has discussed the parcel at length and does not believe it to be a useful acquisition. Staff recommends declining to purchase or negotiate to purchase this property;the wetlands are not high quality and the City Forester does not believe the parcel would enhance the City Forest. Action Taken: A motion was made and seconded to accept Staf�s recommendation to decline the offer to purchase this property as presented. So voted. 6. Local Resident's suggestion to acquire WW2 Era U.S.Navy Warship as a Riverfront Attraction StafFpresented to the Committee a local resident's suggestion to acquire a WW2 Era U.S.Navy Warship as a tourist attraction for the Bangor waterfront. Staff has concluded that due to various problems such as bringing the vessel to Bangor,the cost to refurbish and maintain it as well as storing it during cold weather and ice, it would not be advisable to acquire this vessel. Committee suggested,however,that the City write a letter of appreciation to this citizen for his suggestion on behalf of our community. Action Taken: A motion was made and seconded to accept Staff's recommendation to not acquire the WW2 Era Navy Warship as a Riverfront � Attraction. So voted. 7. Residential Paxking Permits Staff reviewed various issues pertaining to residential parking permits in the French, Somerset, Garland Street area. The proposed changes to the cunent ordinance, for which amendments would be required, are: to extend the residential parking permit amendment ordinance for an additional year from November 1, 2000 to November 2, 2001; discontinue the residential parking permit fees; allow landlords to park on the street when attending to their rental properties. With respect to the needs of the staff at Wellspring Group Home on French Street,this would come under the same criteria as for residents. Staff recommended that Ordinance Amendments and an Order Amendment be put on the upcoming City Council Agenda for their meetina on September 11, 2000. 8. Rehab Loan—207 Randolph Drive, Single-Family Action Taken: A motion was made and seconded to approve this loan as presented. So voted. 9. Rehab Loan—39 Webster Ave., 4 units, owner-occupied Action Taken: A motion was made and seconded to approve this loan as presented. So voted. • A motion was made and secanded to go into Ea�ecutive Session. � 10, Executive Session—Union Place Property Acquisition Negotiations A motion was made and seconded to go out of Executive Sessian. 11. Action on above item Actian Taken: A motion was made and seconded to direct staff to praceed with an offer to acquire the Colford Properties. So voted. 12. Freeses Building Underground Tank Code Enforcement Officer Dan Wellington presented a request to the Committee from the Weiaber UiI Cornpany to use City property far an underground oil storage tank. Committee asked Staf£to comrnunzcate to Webber Clii Coznpany that they explore other on-site storage. Meeting adjaurned at approximately 6:45 PM. i •
