Cohen STAFF PRESENT: Councilor Pat Blanchette Edward Barrett, City Mar�ager Kenneth Gibb, Director of Community & Economic Dev. Dan Wellington, Code Enforcement Director John Lord, Planning Officer Jim Ring, City Engineer Don Winslow, Bangor Police Dept . Gary Jewell, Parking Dept . The meeting was called to order at 5 : 10 FM by Committee Chairman Chris Popper. AGENDA ITEM #1 - Proposed Lease - Bangor Armory A proposal by the Parks and Recreation Dept . to lease a • portion of the Armory to the American Legion, James J. Williams Post 12, was presented to the Committee. All terms are stated in the Lease Agreement which has been reviewed by Parks & Rec Director Dale Theriault and the American Legion Post . A motion was made and seconded to approve this Lease as presented. So voted. AGENDA ITEM #2 - Discussion Regarding Juror Parking Ken Gibb indicated that due to insufficient parking at the Court House, jurors have been parking at the Pickering Square Garage which t�he State paid for. As of July of this year, the State has stopped paying for these permits . John Miller, Manager at the parking garage, will be submitting a report to Ken Gibb before the next C&ED meeting which will outline the costs associated with the parking permits. Judge Mead, who was to appear before the Committee regarding this item, had to postpone due to his court duties . Discussion continued as to the various solutions to this problem. Some members of the Committee see this as being the prime responsibility of the State and County - not the City of Bangor. This item will be continued at the next C&ED meeting scheduled for � Thursday, October 4, 1995 C� 5 : 00 PM at which time Judge Mead will be present to explain his thoughts on this matter. ., • r . 2/ AGENDA ITEM #3 - Request to Occupy Harlow Street Parking Spaces Due to the construction project taking place at the Bangor Library, parking has been eliminated as well as access to the sidewalks . Under current City ordinance, when a construction site occupies the roadside and sidewalk areas with their vehicles, they may do so for free for the first 3 days of construction; thereafter a fee of $7 per day is charged. With this project, City Staff requested that the fee be waived.. , The construction is scheduled to be completed by the end of November of this year. (Patrons of the Library are currently using a side entrance. ) Committee requested, since the construction has eliminated the handicapped parking space, that an emergency ordinance be enacted in order to enforce a temporary handicapped space . Ken Gibb suggested that before doing this, Staff would check with Police Chief Harriman to verify whether or not his department had enforcement powers on a situation such as this . If they do not, then a temporary ordinance would have to be done for first and second readings before the Council . A motion was made and seconded to proceed with this as presented. So voted. • AGENDA ITEM #4 - Code Enforcement / Planning Update Ken Gibb reminded Committee that there was a meeting scheduled for Thursday, September 21, 1995 at Garland Street School cafeteria, 7 : 00 PM on the subject of Fruit & Pearl Streets one-way traffic survey summary. John Lord briefly reviewed the results of this survey for the Committee. This will be taken up in its entirety at the September 21st meeting. Ken also indicated that meetings on the East Side need to be completed. Also, West Side parking issues may be discussed on Thursday, October 12th at 7 : 00 PM. � With no further business at hand, the meeting was adjourned at approximately 6 :30 PM. rp •.
