City Solicitor OT�iERS PFtESENT: Lynn Soucy Paul Cormier Cynthia Cavanaugh The meeting was called to order by Councilor Popper at 4:40 PMe • AGENDA ITEM #1 - One Hour Pa�king on Me�chant's Parking �Cen Gibb introduced this item to ths Committee. The parking spaces in the area behind Cormiers (towards Wai;er Street) has been for 30-Bnin�te durations. A request was received to increase this to 1 hour parking for the 9 spaces involved in order to accommodate customers of businesse� ira this area, An amendment to Chapter III, Art, 6, Schedules II and III of the Law� and Ordinances of �he City of Bangor whicl^� involves spaees #23!DO thru and to including #2309 on the Downtown Parking Management Map was submitted to reflecit the above request. Several members supported the proposed change. Lynn Soucy, repr�senting Laege-Ade Associates, opposed the change because she fel� the 30-minute limit was needed to encourage turnover and the parking garage was available for longer time parkang. A motion to deny the above request was made and seconded (2 to 1) wit� the intent that it go to City Council for review and approval. So voted. � � 2/ AGENDA TTEM #2 - Planning Update John Lord updated the Committee on the subject of the Land Develapment Code's treatment of the community service organa.zation use and its role in the Neighborhood Service Di�trict. Th� Bangor Planning Board recommended (at their January 3, 1995 meeting} that the definitian of community service organ.izati.on i.n the Land D�velopment Code be revi�ed thus taking it out of the Neighborhood Service Distr�.ct {see attached} . 2'he Planning Baard is available for �urther deliberation on this issue should the City Council so desire. A�ENDA ITEM #3 � Code Enforcement Updat� There were no i�ems to pre�ent �t this time. � The meet3.ng was adjourned at 5s15 PM. � � , .. • MEMORANDIIM DATE: January 4, 1995 TO� Bangor City Council FROM: Bangor Planning Board ; SIIBJECT: Response to Council Order 94-493 - Commaunity Service Organization IIse The Bangor City Council passed an �rder on October 25, 1994 requesting that the City Staff and �he Planning Board review the Land Development Code treatment of the community service organization use. The Planning Board reviewed this subject at three different meetings with special emphasis on the , Neighborhood Service District locat�ons and the community service organization use in such zoning districts. � The City Staff made a numb�r of recommendations to the Planning Board as to available options in dealing wi.th this ; particular )_and use in the Land Development Code and at its meeting on January 3, 1995 the Planning Board achieved consensus on the following recommendationsa � • 1 . That �he City amend the Land Development Code to delete the community service organization use from the Neighborhood Service District. 2. That the definition of community service organization in the Land Development Code be revised as follows: "Communitv_ Service Organization. A nonprofit - charitable institution, not to include social - clubs, the primary functions of which are serving . public health or social welfare of the community, provided that the specific _activity which +characterizes the primary use of such community service organization use shall be similar in nature, intensity and impact to other permitted uses, or if a conditional use, other conditional : uses in the zoning districts in which such use is permitted. " 3 . That community service organization use be changed from a permit•ted use to a conditional use in the Urban Service District and that it remain as provided for in the other zoning districts of the Lancl Development Code. � � � k � Should the City Council. wish further delibe�ation on the part af the Planning Board on this �subject, the Board stands ready to fallow-up on any suggestions.
