Consent Agenda � A motion was made and seconded to approve the Consent Agenda. Regarding Item c., Gratwick asked for clarification of funding sources. Bates said that funding have been previously appropriated with a balance in the capital � account to cover the costs. Cyr said it was from bond proceeds several years ago. D'Errico clarified that the contract is for design purposes only. , a. Quitclaim Deed — Houck— 131 Dartmouth Street b. Quitclaim Deed — Murphy — 118 Grove Street c. Contract for West Market Square Improvements —Ames A/E - � $59,100 1 2. Bids/Purchasing a. Sole Source — Underground Utilities— Community & Economic Develop — Various Cyr said this has been previously discussed at a Finance Committee. The � utilities will be placed from the corner of Union/Main Street down toward Merrill Bank. The City had applied for Maine Investment Trust Fund, per the � Committee's approvat. Cyr stated that the City needs to pay Bangor Hydro and Verizon for moving lines. Bates said it needs to be moved to accommodate the underground placement. She said the reconfiguration of utilities on Main Street , is necessitating the fiber optic that belongs to Easterrr Maine Medical being moved. Barrett clarified that the City cost is for relocation purposes. The City Engineering Department has worked with each utility company regarding the � required changes. Gratwick asked for further clarification from the Engineering Department. The information will be forward to him by e-mail. A motion was � made and seconded to approve staff recommendation. b. Tree Pruning — Public Works — Maine Tree & Landscaping - � $75/hour Sheriff said the City's current contract for tree pruning has expired. Bids were issued and two were received. Staff recommended a three-year contract � the Maine Tree &Landscaping, the low bidder. The $75/hour includes a bucket truck, wood chipper and a two-man crew. Responding to D'Errico, Barrett said ' , , the City does have a tree crew but it does nQt do large tree take-downs or high � altitude pruning because of equipment costs as well as the danger involved. A motion was made and seconded to approve staff recommendation. � c. Exterior Window Painting — City Hall — Harville Painting - $13,865 Sheriff said these windows have not been painted in many years. There are � over 45 windows. 4 bids were received and the low bid is being recommended. Sheriff checked references as the City has not worked with the contractor in the past. City Hall's on-site maintenance employee will insure the quality of the work. � Palmer recommended that staff advise Harville to follow all OSHA codes. SherifF said that the company has worked on Maine municipal buildings and familiar with the standards but she will remind them. A motion was made and seconded to � approve staff recommendation. 3.
