CITY COUNCIL CHAMBERS, 3RD FLOOR CITY HALL ALSO; ATTENDANCE VIA ZOOM MEETING MINUTES Board Members Present: Vice Chair Ted Brush Ken Huhn Don Meagher Trish Hayes Jonathan Boucher Alternate Member Josh Saucier City Staff Present: Anne Krieg, Planning Officer/Development Director Anja Collette, Planning Analyst David Szewczyk, City Solicitor Vice Chair Brush called the meeting to order at 7:00 P.M. LAND DEVELOPMENT CODE AMENDMENTS 1. Zone Change – Davis Court and First Street – Map-Lots 035-145, 035-146, 035-147, 035- 148, 035-171, and 035-172 – Contract Multifamily & Service District (M&SD) and Urban Residence 2 District (URD-2) to Urban Service District (USD) - To amend the Land Development Code by changing parcels of land, located at Map-Lots 035-171 and 035-148, from Contract Multifamily and Service District (M&SD) to Urban Service District (USD), and parcels of land located at Map-Lots 035-172, 035-145, 035-146, and 035-147 from Urban Residence 2 District (URD-2) to Urban Service District (USD). Said parcels of land contain 1.83 acres total and are more particularly indicated on the map attached hereto and made part hereof. Applicant/Owner: Diane Dickerson/Bangor Young Men’s Christian Association. Vice Chair Brush asked to recuse himself. Member Meagher made a motion to appoint a Chairperson Pro Temp and nominated Ken Huhn. Member Saucier seconded. All in favor, none opposed. Chair Pro Temp Huhn opened the first agenda item. Diane Dickerson approached the podium to present the application: • Creating a new regional YMCA on Main Street Page 2 | 3 City of Bangor Planning Division Planning Board Meeting Minutes – Tuesday, March 21, 2023 • 3 of the properties under consideration have homes on them • 2 other properties are vacant lots owned by Bangor Housing There was discussion between Dickerson and Member Meagher about who the new Y will serve – Dickerson said the service area would remain the same. Member Boucher asked if this would be an addition to the existing YMCA or if it would replace it – Dickerson said that it would replace it. Dickerson said that it would be more than a building – would be enlarging the early education center and school-age program. Needs assessment showed a critical need for infant care; currently licensed to have 55 children and the new building would have between 130-150 children starting at 6 weeks old. Have had to rent other places to serve all of the needs; however, most of them would be provided at the new facility. Dickerson showed a PowerPoint presentation to the Board, the first slide showing the area on Main Street, the second showing the properties involved, and the third showing the concept plan. Huhn asked what was going to happen with the present property. Dickerson said they would sell it; there was interest in the property now. Ken asked what would happen to the pools; Dickerson said the pools would probably be filled. No public comments. Saucier moved to recommend that City Council approve amending the Land Development Code by changing parcels of land, located at Map-Lots 035-171 and 035-148, from Contract Multifamily and Service District (M&SD) to Urban Service District (USD), and parcels of land located at Map-Lots 035-172, 035-145, 035-146, and 035-147 from Urban Residence 2 District (URD-2) to Urban Service District (USD). Comprehensive Plan Check-in Krieg said they will dedicate time at the next meeting to discuss the full plan; it is up on the project website. Would encourage the Board to take some time to look at it before the next meeting. Would be great to use some of their agenda time to take public comment. Brush asked if there was anything particular they should look at or just overall. Krieg said just overall. 3. Meeting Minutes – March 7, 2023 Member Meagher moved to approve the March 7th meeting minutes. Chair Pro Temp Huhn seconded. All voting members in favor, none opposed.
