The meeting convened at 3:45 p.m.
l. Continuation of WWTP Privatization Discussion
Brad Moore presented some statistics to compare Bangor's costs
with those of privatized and municipally operated plants in Maine
and Massachusetts . He pointed out that Bangor is fairly
competitive with the contract-operated facilities and operates at
less expense than the municipally operated plants that were
reviewed. A company is available to do a study on where a
municipality stands compared to private sector facilites and Ed
Barrett asked Brad to obtain more information about this service.
• 2 . Update on Effluent Trading
Brad attended a conference regarding the subject of whole
watersheds and trading "credits" for water discharges. When
cleaner water than required is discharged, a "trade" of credit
may be made with another district (or within a municipality
itself) for effluent that is below the required cleanliness so
that the total the watershed receives remains within the �
requirements. He said the sense he got from the conference is
that this type of management will cost more money than what is
currently spent, due to the monitoring that will be required to
check all users of the watershed. The national permit system
will be more extensive, requiring testing for the presence of
more types of contaminants than previously. A draft of the '
guidelines for the new program will be available soon.
3. Response - EPA Draft '
Jim Ring provided copies to the committee of the reaction
comments, stating that one message he hopes was brought across is
that the Northeast is different from the rest of the country.
Brad Moore will be attending a conference on waste water issues
in the near future.
