Ring Public: Ron and Donna Holland, Ed Holland, Peter Staples • Meeting called to order at 7:05 PM Business 1. James Blanchette was elected as committee chairperson. 2. July 4�' Waterfront Activities. Neither the Haxbor Master or City Engineer have had any recent communication from 4�'of July Committee. Staff will be meeting with the 4`�' Committee and coordinate activities. Gerry outlined the typical activities and arrangements. Pat Blanchette requested that Harbor Comm. Members be advised of 4�' of July Comm. mtgs. The need for volunteers from the boating public was emphasized to assist Harbor Master during festivities. ' � 3. Discussion of mo�ring policy. G.L. & JDR outlined history and liability issues with City providing moorings and presented options for changing City policy. The Committee recommended phasing out of having the City providing moorings as follows: , 1) Cit�-�vould continue to provide moorings to 1999 customers only for this year 2) City to allo«� private contractors to provide and set moorings this year and private placement of all moorings to be required beginning in 2001 3) a mooring registration fee (recommended $50 annually) be established for privately— placed moorings 4) updated moorina specification be adopted as recommended by the Maine Harbor Master's Association and Harbor Master, and 5) necessary Council action to be taken to approve these changes. 4. Erin McGillicuddy Martin, an inspector from the Immigration and Naturalization Service office in Bangor briefed the committee relative to INS concerns about a possible influx of illegal aliens this year due to economic conditions. Possible means and location of transportation by water were outlined as �vell as procedures for reporting suspect activity. 5. There was some discussion about improvements that could be made to the dock facilities, which staff will look into. � Meeting adjourned @ 8:35 PM. �- - _ ___
