� Cultural Commission Members Present: Steve Ribble (Chair), Sandra Blake-Leonard, Susan
Carlisle, Susan Jonason, John Rohman & Shirar Patterson (Staf�
Bangor Arts Collaborative Members Present: Gibran Graham (River City Cinema), George
� Kinghorn (UMMA), Scott Levy (Penobscot Theatre), Dana Lippitt (Bangor Museum and Center
for History), Barbara McDade (Bangor Public Library), Andrea Stark (Maine Discovery
Museum), David Whitehill (Bangor Symphony Orchestra)
� 1. Welcome 8 Introductions

� 2. RFP Subcommittee Recommendation presentation and discussion
• The RFP committee consisted of Steve Ribble, George Kinghorn, Dana Lippitt
� and Shirar Patterson.
• The group was charged with developing the RFP and reviewing initial proposals.
• The RFP went out in late November and was due on December 23, 2009. At the
request of Andrea Stark, Shirar reviewed the deliverables of the RFP with the
� group. Deliverables are based on the Capacity Building Grant the City received
from the Maine Arts Commission.
• 4 organizations responded to the RFP
� • Subcommittee members thoroughly reviewed and scored each of the proposals
(based on criteria established by RFP#P10-007).
• At the subcommittee meeting, members discussed each proposal, each
� member's individual scores/reviews/comments and the group came to a
consensus.
• The subcommittee puts forward the recommendation that Morel Marketing be
� awarded the contract for the proposed scope of work.
• The subcommittee feels that Morel Marketing's proposal was the most
appropriate for our specific request. All elements of the RFP were addressed in
� , their proposal and Morel demonstrates direct experience in this type of project.
• George Kinghorn noted that two firms were inferior in terms of experience,
presentation and packaging
� • John Rohman requested subcommittee members discuss the strengths and
weaknesses of the top finro proposals
� Several Subcommittee members noted that Morel demonstrated direct
� � experience in this type of work, demonstrated stronger design aesthetics, strong
logo and brochure examples and the package presented was all inclusive of the
request.
� • Packard Judd Kaye provided a strong proposal and timeline but provided no
concrete examples of work/creative back up. Packard Judd Kaye is local and
has experience working with many organizations involved. The subcommittee
had concerns that the approach would be similar to past campaigns. The
� subcommittee tried to find examples of creative work on existing materials;
website etc to use for their evaluation and it was not available.

• Some group members noted concern that the recommendation was not with a �
Bangor firm.
• Subcommittee members noted that they heavily considered local firms, however �
after much deliberation and discussion fhe Portland firm came out on top.
• Gibran Graham noted concerns re: Morel Marketing. He felt that no examples
were provided for web or signage design. The group members felt that the other �
examples provided were strong enough to put them on top.
• Scott Levy and David Whitehill noted that it is necessary to assure that travel
costs are included as part of Morel Marketing's budget and will not add to our �
costs.
• Group members noted that references should be check on Morel Marketing prior
to awarding a contract. �
• Sandra Blake-Leonard made a motion to accept the recommendation of the
subcommittee that Morel Marketing be awarded the contract for marketing
of Arts and Cultural Activities not to exceed the budgeted amount of �
$6,000. Susan Cartisle seconded. Vote unless doubted
3. Next Steps (Shirar)
• Check references of Morel Marketing �
• Contact Morel re: travel costs and to finalize the contract
• Based on Morel's and group member's availability set initial kick off meeting. It
was suggested to build this around upcoming arts events so Morel can attend �
and better understand what Bangor has to o.ffer
• Provide copies of Morel's proposal to the full group
