1. Council Order 99-231 Amendment to Code - Clarify Authority of Fire ,
Department to do Inter-Facility Transfers
Item tabled until August 3rd meeting.
2. Transfer of Cable Franchise - Adelphia Communications
It is felt that based on what is seen, the financial review concluded that while
Adelphia is not among the best financially in the cable industry, they do seem to
have the resources to meet the requirements of the franchise. The consortium
concluded that Bangor should approve the transfer. Approved.
3. Request to Acquire a Portion of Unnamed Paper City Street

A request was considered of Kathy and Brad Boylan of 189 Third Street to erect
a fence on an unnamed paper City Street because of a dispute with a neighbor.
Staff has had several meetings with the Boylans, their neighbor (Mr. Rolnick),
and another neighbor who could be effected by any decision (Mr. & Mrs.
Higgins). The Boylans and Higgins use a driveway on the Rolnick properly. The
Higgins and Boylans have a claim to the use of the driveway through a
prescriptive easement. A solution is for the Boylans to build their own driveway
and release Mr. Rolnick from any claim they had to use his driveway. The
Higgins would retain the right to use the Rolnick driveway. The Boylans do not
have enough land to build. The parties are requesting that the City convey a
portion of the paper street. If the Council agrees, the process would discontinue
a portion of the paper street. Item tabled.
4. Estevan Gomez Memorial
Stan Moses updated the Committee on the development of the memorial. Staff
will work on where the plaque will be placed and come back to Committee with
recommendations.
